The survey indicates that only the eastern half of 4a' Avenue has been vacated. <br />To accommodate the proposed development, the balance of 4th Street through the <br />site must be vacated. <br />5. A utility easement following the 4th Street alignment must be established and <br />recorded. The subdivision should also show ten foot drainage and utility <br />easements along the side and rear property lines. <br />To avoid the need for lot width and building setback variances associated with the <br />creation of a new lot, we would recommend that the proposed site be combined with the <br />existing middle school site to create a single parcel. Combining the lots will allow the <br />elementary school to utilize middle school land to meet the City's performance standards. <br />Section 3.C.3 of the Lino Lakes Zoning Ordinance allows more than one principal <br />building on PSP lots provided that all the performance standards of the Zoning Ordinance <br />are met. <br />Public Service Capacity: The site lies within the existing MUSA. The proposed site <br />and school is not anticipated to overburden existing in -place utilities or municipal <br />services. <br />Transportation: The elementary school will gain its site access via shared driveways <br />with the middle school accessing Elm Street. The combined campus will allow the <br />middle school and elementary school to share bus service. The elementary school will be <br />designed to accommodate between 750 and 1,000 students, resulting in staffing of <br />approximately 75 people. Bus traffic, staff and visitor traffic will be the anticipated <br />traffic generation. This traffic is not anticipated to overburden existing streets serving the <br />site. <br />OPTIONS <br />1. Recommend approval of the requested rezoning from L -I to PSP based on the <br />findings outlined in this report. Approve the subdivision subject to the conditions <br />outlined in this report's recommendations. <br />Recommend denial of the rezoning and subdivision and outline findings for <br />denial. <br />3. Extend the 60 day review period and refer back to staff for further information. <br />
