RCWD Permit Files 99 -108, 96 -161, 77 -94. <br />Findings: 1. Proposed project entails development of an existing undeveloped <br />40 -acre lot into a commercial center with a Target Super Store and <br />8 retail buildings. The site ultimately discharges to George Watch <br />Lake via a culvert under I -35W. Proposed project will result in <br />approximately 29 acres of new impervious area in the form of <br />buildings, parking lots, and roadways. <br />2. Currently proposed storm water management plan includes <br />excavation of one detention (NURP) basin located on the north <br />side of the site and four smaller bio- retention /infiltration basins <br />located along the west side of the site. <br />The bio- retention/infiltration basin in the northwest corner of the <br />site is intended to serve future Lake Drive street improvements. <br />The remaining four basins (one NURP basin and three bio - <br />retention/infiltration basins) are intended to serve the proposed <br />development. Additional stormwater features include an <br />infiltration trench, a bio -swale and depressed islands. <br />As currently proposed, the detention (NURP) basin is designed in <br />accordance with District water treatment requirements. However <br />there does not appear to be a reason to excavate the basin to an <br />elevation of 880 feet making the NWL depth eight feet deep. <br />The detention pond is also designed in accordance with the District <br />rate control requirements. Hydrologic calculations for the 1- and <br />100 -year events demonstrate that there is a decrease in discharge <br />rates from existing to proposed conditions. Additional modeling <br />will be required to establish 1 -IWL's for the 100 -year event for the <br />6/27/01 <br />
