Rehbein, et. al. <br />There is not enough information regarding the bio - <br />retention/infiltration basins provided on the current grading plans <br />to determine what their impact will be to the overall stormwater <br />management plan. Based on the submitted soil borings (SB -1 and <br />SB -2), it appears that the bio - retention/infiltration basins will be <br />effective infiltration practices since there is no ground water <br />observed to a depth of 16 to 18 feet. <br />It is unclear if the bio - swale, the infiltration trench or the depressed <br />islands will be effective BMPs since details of these features have <br />not been submitted. <br />5. The regional floodplain for the site is 886.9 (1998 Calibration <br />Study). It appears that there is a small amount of floodplain fill <br />below this elevation in the southeast corner of the site. <br />Quantification of floodplain fill and compensatory storage <br />measures below elevation 886.9 is required. <br />It appears that proposed first floor elevations satisfy District 2 -foot <br />freeboard requirements, however the Grading Plan does not <br />identify emergency overflow elevations of proposed ponds. <br />Proposed first floor elevation buffer requirements will be verified <br />after receipt of revised storm water management plan identifying <br />100 -year and emergency overflow elevations for all on -site ponds <br />and wetland basins are identified. <br />6. An erosion control plan has been submitted specifying silt fence <br />downstream of all graded areas and around entire project site, rock <br />construction entrances, and erosion control blanket east of parking <br />area on slopes leading to the NURP pond. <br />A revised erosion control plan is required specifying riprap at all <br />storm sewer outfalls, pond overflow stabilization measures, <br />detailed site revegetation specification, and an implementation <br />schedule. <br />A Preliminary Plat is required specifying drainage and utility <br />easements over all wetlands, ponds, and all other hydrologic <br />features. <br />RCWD Permit 99 -108 was issued for the McDonald's site within <br />the Village Center immediately south of the site. RCWD Permit <br />77 -94 was issued for Carole's Estates immediately north of the <br />site. Withdrawn Permit 96 -161 was reviewed for the Lino Lakes <br />Golf Learning Center on the site. <br />6/27/01 <br />
