• <br />• <br />• <br />Pedestrian Elements <br />The site design does not include any coordination of pedestrian access between uses, <br />to the public roads or to the residential uses to the north. <br />In the submitted narrative it is stated that different pavement treatments are proposed at <br />significant crossing points within the development although they are not indicated on the <br />plan. <br />While it is not intended that the design incorporate all elements of the Village concept it <br />is staff opinion that pedestrian circulation could be better addressed and encouraged <br />both within the site and around the edge of the development. At a minimum pedestrian <br />access should tie into the proposed path proposed along Lake Drive. This would <br />include sidewalks along the extension of Apollo Dr. with extensions north to the <br />storefronts of the major stores and an access out to the northerly access that also ties <br />into the sidewalks in front of the major stores. In addition, an access should be <br />incorporated to the north on the east side of the development adjacent to the ponding. <br />Some consideration should be given to internal access within the smaller retail area. <br />The design as it currently exists is geared toward vehicle access and is unfriendly and <br />truly discourages pedestrian use. <br />Utilities <br />Detailed plans have been submitted for sanitary sewer, water and storm water <br />management. The City Engineer has reviewed the information submitted and a copy of <br />his memo is attached for reference. The issues raised by the Engineer are based on <br />the plans and information provided. Revised plans or additional information may result <br />in additional comments. <br />Natural Features <br />There are two wetlands located on the eastern portion of the site and one is proposed to <br />be impacted which requires approval of the Rice Creek Watershed. There are 752 <br />trees on the site and 566 of these are significant based on their size and species. The <br />grading proposed on the site will result in the removal of 437 significant trees and a total <br />of 458 trees. Most of the trees on the property are concentrated in around the wetland <br />or on the southwest portion of the site. <br />Rice Creek Watershed Review <br />Wetland delineations have been completed but have not been confirmed. There are <br />two areas of wetland identified on the property. One area is approximately 3.63 in size <br />and the other 1.24 acres in size. The larger wetland is proposed to be totally eliminated <br />and replaced with a storm water treatment and retention basin.
