plans have not been submitted for the site however, all mitigation is proposed to take <br />• place off site. <br />• <br />The ability to fill and replace wetland area could have a significant impact on the site <br />design therefore any final action by the City would be premature until the wetland issues <br />are addressed through Rice Creek. <br />Green Space /Landscaping <br />Green space on the site is concentrated around the perimeter of the site and <br />surrounding ponding and wetland areas. The landscaping plan calls for plantings within <br />parking lots along drive aisles and surrounding the site. The overall plan is well done <br />and provides a variety of plantings. Some plantings are shown within MnDOT right -of- <br />way, MnDOT has indicated that they will not allow any work within their right -of -way. <br />The critical portion of the landscape proposed is along the northern edge of the site, <br />which is adjacent to existing residential uses. The plan as proposed will provide a <br />visual break but it will not provide a complete screen. Particular attention should be <br />paid to fully screening points where headlights will create issues and where loading <br />docks are proposed. In some instances, fencing may be the most appropriate screen. <br />Building Exteriors <br />No exterior details have been provided for the small retail buildings or other <br />freestanding uses. The applicant has indicated that they will commit to a certain design <br />concept as previously presented. Staff has not received specific language that <br />addresses this issue. Previous discussions were that exteriors of the buildings are <br />proposed to be a combination of masonry materials including brick and rockface block <br />with EIFS (stucco) sign bands and accenting. The decorative roof elements include <br />standing seam metal that complement the roof designs in existing Town Square <br />buildings. Awnings are proposed over the storefront areas. <br />Because of the site layout all buildings should be designed with all sides finished with <br />equal quality and attention to detail. <br />Target <br />The Target Superstore uses a combination of brick and stucco on the front which <br />transitions to stucco and rockface block on the sides. The rear elevation is proposed to <br />be painted CMU (concrete masonry unit). With the surrounding land uses, more <br />attention needs to be paid to the architecture on the rear of the building. It will be very <br />visible from 77th Street. There is a screen wall shown on the rear of the building, to be <br />constructed of split face modular block. The wall does not appear to be of adequate <br />height to screen either the loading dock doors or the trucks that are often parked in the <br />dock area.
