1 <br />• <br />McDonald's <br />Site and Building Plan Review <br />October 10, 2001 <br />Page 2 <br />ANALYSIS <br />Zoning: The property is zoned Planned Development Overlay District (PDO). The <br />underlying zoning district is SC, Shopping Center. <br />Vehicular Traffic: Access to the site is provided via a service road extended southerly <br />from the proposed Apollo Drive extension. <br />Building: McDonald's is proposing to construct a restaurant of approximately 3,870 <br />square feet. The proposed building exterior, as shown in the attached building elevations, <br />is consistent with the "retro" design previously approved by the Town Center Committee <br />in April of 1999. <br />Parking: The standards for access and traffic circulation are outlined in Section 3, <br />Subdivision 5 of the Zoning Ordinance. A total of 58 parking spaces are required based <br />on 15 spaces per 1,000 square feet of gross floor area. 72 spaces are provided, including <br />three handicap accessible spaces in conformance with the Americans with Disabilities <br />Act (ADA) requirements. The dimensions of the parking stalls and drive aisles are in <br />conformance with City requirements. <br />Trash Enclosure: Trash and recycling handling activities are to occur in a enclosed area <br />on the northeast side of the site. Architectural design of the enclosure should be provided <br />i.e., construction material, height. <br />Lighting: The applicant's submission did not include a photometric lighting plan nor <br />does the site plan illustrate exterior lighting locations. According to Section 3 Subd. 4.H <br />of the Zoning Ordinance, any lighting used to illuminate an off - street parking area must <br />be hooded and arranged to deflect light away from public streets and adjacent properties. <br />As a condition of site and building plan approval, a photometric plan and light fixture <br />details should be submitted subject to review and approval by the City. <br />Signage: The pylon sign located in the southwesterly corner of the site was approved as <br />part of the original site plan on April 26, 1999. The sign is forty (40) feet in height with a <br />total surface area, exclusive of the trademark golden arches, of 76 square feet. No <br />revision has been submitted or requested. <br />Wall signage is proposed to consist of two 126 square foot signs located on the west and <br />east faces of the building as well as a trademark golden arch on the north and south sides <br />of the building. The signs are depicted on the attached building elevations. The <br />underlying SC, Shopping Center District sign requirements only allows one wall sign, not <br />to exceed 100 square feet. However, the PDO designation allows for greater flexibility <br />than what is generally possible under conventional zoning requirements. Given that the <br />proposed wall signage is integral to the "retro" design, previously approved by the Town <br />Center Committee, staff is comfortable with the wall signs as proposed. <br />
