1 <br />• <br />McDonald's <br />Site and Building Plan Review <br />October 10, 2001 <br />Page 3 <br />Landscaping: The landscaping plan is generally consistent with the plan previously <br />approved. Proposed tree types include Swamp White Oak (4), Northern Pin Oak (5), <br />Norway Compact Pine (6), Quaking Aspen (12), White Spire Birch (5) and Coralburst <br />Crabapple (3). A wildflower wetland seed mix is proposed within the infiltration basins. <br />Staff is recommending that the four White Spire Birch, located within the parking lot <br />islands, be replaced with a tree type more suitable to these specific locations. The four <br />Quaking Aspens, located in the southeast corner of the site, should be relocated to allow <br />for the future southerly extension of the service road. Additionally, those areas scheduled <br />for native plantings and those for sod should be delineated on the landscaping plan. <br />Irrigation must be provided for all sodded areas. A revised landscaping plan should be <br />submitted that incorporates these comments. <br />Tree Preservation: Four (4) existing oak trees are proposed to be preserved as part of <br />the site development. As a condition of site and building plan approval, a tree <br />preservation plan should be submitted. The existing tree inventory, dated March 26, <br />1999 should be overlaid with the revised site and grading plan to determine if additional <br />preservation is possible due to the site changes. Trees and shrubs identified to be saved <br />shall be protected to the drip line from all construction traffic and storage of materials <br />with a safety fence and depicted on the preservation plan. The tree preservation plan <br />shall be subject to approval by the City Environmental Specialist. <br />Grading, Drainage: A grading and drainage plan has been submitted for review. The <br />plan is generally consistent with the plans previously approved by Rice Creek Watershed <br />District (RCWD) on October 15, 1999. Minor modifications have been made due to the <br />building/parking lot layout change. It does appear that the grading of the infiltration <br />basins located at the northeast corner of the site and east of the service road encroach <br />upon the proposed Apollo Drive right -of -way. All grading should be modified so that the <br />infiltration areas are contained within the project site. Additionally, the RCWD Permit <br />expired on April 15, 2001. As such, the revised plans need to be resubmitted for <br />approval by the Watershed District as well as the City Engineer. <br />Utilities: No revised utility plans were submitted. The site is proposed to be serviced <br />from the Apollo Drive extension per the previously submitted plans dated March 26, <br />1999. The plans will need to be modified to reflect the new alignment of the service road <br />and the Apollo Drive utility extension design. Design of the sanitary sewer and water <br />utilities should be coordinated with the Apollo utility design and be subject to the review <br />and approval of the City Engineer. <br />OPTIONS <br />1. Recommend approval of the McDonald's site and building plan request based on the <br />findings outlined in the October 10, 2001 planning report and subject to the <br />conditions outlined by staff. <br />
