• <br />• <br />• <br />Planning & Zoning Board <br />January 9, 2002 <br />Page 15 <br />Chair Schaps noted the first paragraph of the report from the Department of Natural <br />Resources asked that the City not interpret the issuance of a bridge permit as support of <br />the proposed development. He asked if the applicants have convinced the Department of <br />Natural Resources to be in favor of the proposed development. Mr. Wallick indicated the <br />opinion of the Department of Natural Resources is the same as indicated in the September <br />18, 2001 report. <br />Chair Schaps stated the primary issue was the requested shoreland setback variance of 50 <br />percent. He noted this development involved a natural lake and he felt the proposed <br />variances would be a significant trade -off. <br />Mr. Andrews noted whether one lot or 20 lots were developed on the parcel, there would <br />still be an average 90 -foot setback from the ordinary high water line. He stated the <br />developer has used his best management practices and created an inn o tive design, <br />which attempted to address any issues. He noted the develo t of p perties within 40 <br />feet of a high water line is not uncommon in the Twin C. <br />Chair Schaps noted the applicant was assuming th. 111':` is b - dable, which, per the <br />report by the Department of Natural Resources, s no .lwa e case. <br />Chair Schaps requested confirmation that <br />street in the City. Mr. Wallick stated the <br />bridge would drain back to the road into the pond. <br />Chair Schaps noted the staff report stated that there should be no environmental impact <br />with the bridge. He stated with cars traveling across the bridge there is likely to be some <br />oil and gas pollution, as with all roads, and questioned how the runoff will be handled. <br />Mr. Wallick stated the runoff will be treated by the storm water pond like that from any <br />roadway. <br />Chair Schaps noted the runoff from the bridge will flow directly into the pond and not <br />flow through any grass first. Mr. Wallick stated this was correct. <br />
