He stated <br />he was involved with a competing bank). <br />VII. DISCUSSION ITEMS <br />A. Growth Update — Mr. Smyser reviewed the 2000 census. He stated he would be <br />reporting new updates every quarter to the Board. <br />Mr. Smyser stated that with the state correction facility being located in the City, the <br />inmates are considered part of the City's population. <br />Mr. Smyser stated that the census did occur in the year 2000 in the beginning of the year. <br />He stated it was impossible to count how many new houses built in 2000 were included in <br />the census. He simply added all permits from year 2000 to the census count.
