Planning & Zoning Board <br />April 9, 2014 <br />Page 4 <br />APPROVED MINUTES <br />Ms. Larsen responded that park development is financially driven. The park dedication <br />funds for this project are proposed for trails. She added that funding is not available for <br />additional park development. <br /> <br />Mr. Evans was a former member of the Park Board and noted that funding is a major <br />issue for the Park Board. Money for parks is dependent on new development park and <br />park dedication fees. He stated that this area is on the city’s radar, but no money is <br />available. He noted that additional funding will need to come from other means. <br /> <br />Mr. Laden suggested that the City take a closer look at the Comprehensive Plan to <br />determine when a tot-lot is more suitable than a trail for a neighborhood. <br /> <br />Mr. Root suggested that the City revisit park dedication fees versus parkland. He added <br />that there should be enough dollars submitted to develop a tot-lot and a trail in a <br />development to serve a neighborhood. <br /> <br />Ms. Larsen pointed out that a considerable amount of parkland was dedicated as part of <br />this original development. She noted that only developable upland is credited for park <br />dedication. Ms. Larsen pointed out that there would be no additional park dedication fees <br />coming in if it were not for the additional proposed lots in this development. <br /> <br />Mr. Laden made a MOTION at 7:17 p.m. to continue the Public Hearing to the next <br />meeting. Motion was supported by Mr. Root. Motion carried 4 - 0. (Hyden abstained.) <br /> <br />6. DISCUSSION ITEMS <br /> <br />A. Project Updates <br /> <br />Katie Larsen, City Planner, provided an update of current city projects. <br /> <br />Ms. Larsen mentioned that staff is still working to address signage. <br /> <br />7. ADJOURNMENT <br /> <br />Mr. Laden made a MOTION to adjourn the meeting at 7:23 p.m. Motion was supported <br />by Mr. Evans. Motion carried 4 - 0.
