Planning & Zoning Board <br />April 9, 2014 <br />Page 3 <br />APPROVED MINUTES <br />Jeff Johnson, 48 Century Trail, said that he is excited about this development due to an <br />additional outlet for traffic. He echoed the concerns of others regarding the safety of <br />young children. He asked if there are any additional outlets proposed. He is also looking <br />forward to seeing park development. <br /> <br />The Board addressed public concerns: <br /> <br />Acting Chair Hyden noted that the developer has agreed to alleviate construction traffic <br />onto Century Trail with the use of Robinson Drive. <br /> <br />Diane Hankee, Assistant City Engineer, stated that staff can look into traffic calming <br />measures for the area, such as bump outs at trail crossings and vegetation requirements. <br />Staff would need to determine if a stop sign is warranted. Ms. Hankee noted that curved <br />roads can cause problems with maintenance and plows, as well as visibility challenges. <br />Staff will work with the developer to mitigate traffic concerns. <br /> <br />Ms. Larsen explained that the extension of Robinson Drive to the north or the east would <br />be development driven; the road will continue as development occurs. Ms. Larsen was <br />unsure of plans for the completion of Carl Street. <br /> <br />Ms. Lofstad asked if it was accurate that Carl Street was planned for completion until <br />neighbors complained and stopped the construction. She stated that the extension of Carl <br />St. would alleviate traffic and asked if that could be explored by the city. <br /> <br />Staff agreed to look into the completion of Carl Street. <br /> <br />Ms. Hankee addressed drainage issues. She stated that a rear yard drainage system was a <br />requirement by the city. <br /> <br />Chuck Plowe, Plowe Engineering, explained the proposed drainage system , adding that <br />the plan includes the construction of swales. <br /> <br />Mr. Chatleain stated that he would like to see the drainage plan. <br /> <br />Ms. Larsen displayed the drainage plan. Ms. Hankee agreed to further discuss any <br />concerns of the resident. <br /> <br />Mr. Chatleain asked if parking will be allowed on both sides of Robsinson Drive. He <br />noted visibility issues on Century Trail when cars are parked on both sides of the street. <br /> <br />Ms. Larsen addressed that typically 36 foot wide streets allow for parking on both sides <br />of the street. She stated that staff can evaluate whether limiting parking to one side of the <br />street is warranted. She added that Century Trail is a 36 foot wide road. <br /> <br />Mr. Laden asked what the park plan is for this area. <br />
