• AGENDA ITEM 5C STAFF ORIGINATOR: Tanda Gretz/Jeff Smyser P & Z MEETING DATE: July 10, 2002 TOPIC: Site Plan Review and Conditional Use Permit Russian Baptist Church, west of Baldwin Lake Road and north of Ash Street (Co. Rd. J) ACTION REQUIRED: 3/5 vote BACKGROUND The City has received an application for Site Plan Review and a Conditional Use Permit for Russian Baptist Church. This application was initially presented at the June 12th meeting of the Planning and Zoning Board, but was tabled pending further information on a number of issues, including: • Investigating providing city services through either the City of Circle Pines or the City of Shoreview, as an alternative to the proposed use of a well and septic system. • Drainage: neighboring residents had concerns about runoff onto their property. • Buffer greenbelt: neighboring residents were not supportive of the use of a fence; a revised landscape plan using vegetation and/or berms was proposed. • Lighting: neighboring residents had concerns over glare. • Traffic issues: Anoka County has not yet responded with comments on the proposed project. At the request of neighboring residents, the Russian Baptist Church held a second neighborhood meeting on June 26th in order to meet with residents and address their concerns. The proposed site is in the far southwestern corner of the City, west of Baldwin Lake Road and north of Ash Street. The property, which is 4.6 acres in size, is zoned Rural.
