• • Planning & Zoning Board July 10, 2002 Russian Baptist Church Site Plan Review & CUP Since churches are listed as a Conditional Use in a Rural Zone, a Conditional Use Permit has also been applied for. The Russian Baptist Church currently has approximately 180 members. The church is now renting space in Spring Lake Park for their meetings and parish needs, and has applied for a Site Plan Review and Conditional Use Permit in order to construct a church of their own. ANALYSIS Land Use Compatibility The following chart identifies the existing land use and zoning surrounding the proposed site: Direction Land Use Zoning Site Low Density, Sewered Residential Rural North Low Density, Sewered Residential Rural East Low Density, Sewered Residential Rural South Residential (Shoreview) Residential (Shoreview) West Residential (Circle Pines) Residential (Circle Pines) The City's proposed 2001 Land Use Plan guides the subject site as Low Density, Sewered Residential (one to 2.5 units per acre). While the 2001 Plan is not yet officially adopted, it does reflect the long -range goals of the community related to existing and future land use. Site Description The site is a 4.6 -acre lot fronting Ash Street (County Road J). The northern half of the property is wooded, with a wetland in the northwest quarter. The Southern half of the property is largely open grassland. The west border of the property abuts the rear lot lines of residential homes along Indian Hills Drive in Circle Pines. The northern border abuts the back half of a property located on Baldwin Lake Road in Lino Lakes. The east border of the property abuts the rear lot lines of three homes also along Baldwin Lake Road, as well as a neighboring home on Ash Street. To the south, across Ash Street in Shoreview, are residential homes.
