ENVIRONMENTAL BOARD MEETING APRIL 29, 2009 <br />Mr. Tim Payne, Natural Resources Specialist from the City of Lino Lakes <br />presented his report. <br /> <br />Mr. Payne reviewed the Clean Water Act, the NPDES Stormwater Permitting <br />Program, and what is required of municipalities. The City Code adopted the <br />Storm Water Pollution Prevention Plan (SWPPP). As part of the SWPPP the City <br />must solicit public input at an annual meeting required under the Public Education <br />and Outreach Plan. <br /> <br />He presented the analysis of common pollutants found in stormwater runoff. The <br />Stormwater Program for Municipal Separate Storm Sewer Systems (MS4’s) is <br />designed to reduce the amount of sediment and other pollutants that enters surface <br />and ground water from storm sewer systems to the maximum extent practical. <br /> <br />All municipal SWPPP's must have six points in common: They are: Public <br />Involvement, Illicit Discharge Detection and Elimination, Construction Site <br />Stormwater Runoff Control, Post-Construction Stormwater Management in New <br />Development and Redevelopment and Pollution Prevention and Good <br />Housekeeping for Municipal Operations. <br /> <br />He reviewed the 2008 Management Practice, Implementation and <br />Accomplishments. <br /> <br />He presented the 2009 Best Management Practice and Implementation Goals. <br /> <br />He reviewed the Storm Sewer Inspection Map and the 2008 Surface Water <br />Management Project location map. <br /> <br />Mr. Asleson noted there are many nonscheduled inspections at locations outside <br />the annual inspection zones based on calls from residents. <br /> <br />Ms. O’Dea questioned if a pond was located on private property, or homeowners <br />association, are they still inspected? Mr. Payne responded yes. The results are <br />then forwarded to the owner or association. <br /> <br />There are resources and educational information pertaining to storm water <br />available to the public that would be beneficial for homeowner’s associations. <br /> <br />Ms. O’Dea asked Mr. Payne to describe the Wellhead Protection Program as it <br />relates to stormwater. Mr. Payne stated that the Minnesota Department of Health <br />has given recommendations for infiltration considerations within the city <br />DWSMA(s). <br /> <br />Ms O’Dea questioned if the work is completed annually or is this a process that <br />has just been started?
