ENVIRONMENTAL BOARD MEETING APRIL 28, 2010 <br />DRAFT MINUTES 2 <br />6. ACTION ITEMS <br /> <br />A. Surface Water Management Public Hearing/Tim Payne <br /> <br />Mr. Payne was present for discussion and review of his PowerPoint presentation <br />on Annual Stormwater Management Public Hearing. <br /> <br />He stated this meeting provides a forum for the City to present the purpose, goals, <br />and requirements of the SWPPP to educate, inform and encourage citizen to <br />provide input. <br /> <br />The NPDES (National Pollutant Discharge Elimination System) Stormwater <br />Permitting Program for MS4’s (Municipal Separate Storm Sewer System) is <br />designed to reduce pollution that enters surface waters from storm sewers to the <br />maximum extent practicable. <br /> <br />NPDES Stormwater Permits consist of: Construction sites, industrial sites and <br />municipalities (MS4’s). <br /> <br />The Six Minimum Control Measures (MCMs) are as follows: <br />1. Public Education and Outreach <br />2. Public Participation and involvement. <br />3. Illicit Discharge detection & elimination <br />4. Construction site stormwater. THERE ARE SIX <br />5. Post-Construction Stormwater Management (New & Redevelopment) <br />6. Pollution Prevention/Good Housekeeping <br /> <br />Mr. Payne presented Accomplishments in 2009: <br /> <br />Public Education and Outreach (MCM1) <br />Public Participation and Involvement (MCM2) <br />Illicit Discharge Detection and Elimination (MCM3) <br />Construction Site Stormwater Runoff Control (MCM4) <br />Post-Construction Stormwater Management in New & Redevelopment (MCM5) <br />Pollution Prevention and Good Housekeeping for Municipal Operations (MCM6) <br /> <br />He continued his review with Pond Inspections and Inspection Zones. He stated <br />the Inspection Zones are divided into 5 zones. <br /> <br />He presented the 2009 Surface Water Projects. He stated 5 out of 13 projects <br />were located in the scheduled inspection zone for 2009. He continued to review <br />various project sites out of the 13. <br /> <br />He reviewed Future Projects Outside of 2010 Inspection Zone as well as 2010 <br />Best Management Practice and Implementation Goals.
