ENVIRONMENTAL BOARD MEETING APRIL 28, 2010 <br />DRAFT MINUTES 3 <br /> <br />Ms. Bor questioned if there were homeowners doing the projects themselves. Mr. <br />Payne stated no, the 13 projects were City projects, not the homeowner’s <br />responsibility. <br /> <br />Ms O’Dea asked if anyone had questions. <br /> <br />Mr. Brown questioned if the practices presented are working. Mr. Payne stated <br />yes, we have a good system to maintain the projects. <br /> <br />Mr. Asleson stated if you take any one element out of what we have done and <br />look at end results you would see that it works. Mr. Brown stated do what we are <br />set out to do and we will see the results. <br /> <br />Mr. Heiskary questioned if the correction orders have all been completed. Mr. <br />Payne stated yes, he tries to visit the sites weekly. Some contractors are very <br />responsive. Some need a little extra push. He stated in some cases work was <br />halted until contractors complied with the rules. <br /> <br />Mr. Asleson stated contractor’s attitudes have changed with education. Mr. <br />Heiskary stated in the last five years things have really turned around. Contractors <br />are taking it seriously. <br /> <br />Ms. Bor stated it is accumulative process over time. <br /> <br />Ms. Bor questioned how it is decided as what a Community is responsible for and <br />what the homeowner are responsible for. Mr. Payne stated the work completed in <br />2009 were all located on City owned property (ponds). Ms. Bor questioned if in <br />2010 they are more deficiencies located will they be flagged. Mr. Payne sated yes. <br /> <br />Ms. Bor questioned if RCWD is responsible for say a ditch and is there <br />collaboration. Mr. Payne stated yes. <br /> <br />Ms. Andrewjeski asked if they have been working with schools. Mr. Payne stated <br />yes, Centennial Middle School. Mr. Asleson stated there has been native prairie <br />restoration work and Trish and the Toon’s educate students in regards to water. <br /> <br />Ms. O’Dea opened up the public hearing for anyone wishing to comment: <br /> <br />Open up for public comment <br /> <br />Open up for public comment <br /> <br />It was stated the deadline for a written comment is 30 days from today. <br />
