ENVIRONMENTAL BOARD MEETING July 27, 2011 <br />DRAFT MINUTES 2 <br />The intention of the owner is to build a grocery store, attached liquor store, and <br />multi tenant building on 8 acres of land. Should the concept plan go forward to a <br />formal submittal, the development will occur under the rules of a Planned Unit <br />Development (PUD). <br /> <br />Ms. O’Dea, Environmental Board Chair, sent her comment to be read as she was <br />not present. She requested a much more detailed landscaping plan from <br />developer. <br /> <br />Mr. Asleson reviewed his staff report with the Board. He reviewed Unique <br />Ecologic Features, Stormwater and Wetlands, Soils, Lighting and his <br />recommendation. <br /> <br />Mr. Asleson stated he found an unprotected abandoned well just off of the site. <br />He is in the process of getting it capped. <br /> <br />All board members stated they would like to see a detailed landscape plan. <br /> <br />Ms. Andrzejewski questioned who is responsible of maintaining landscaping. Mr. <br />Asleson stated the developer should be looking at maintaining a 5 year plan with <br />irrigation. <br /> <br />Ms. Andrzejewski stated the neighbors were concerned about hydrology. Mr. <br />Asleson stated there is an infiltration plan required for this project. This project is <br />a proposal, not a sketch. Whether a pond or not, there will be infiltration. <br /> <br />All board members would like to see an infiltration planning evaluation of the <br />impact of the adjoining neighbors. <br /> <br />If there is a 40’ wide berm, the board wants to see irrigation to maintain health <br />and guaranteed plant replacement. <br /> <br />It was stated it would be nice if they incorporated organic matter in the existing <br />soil and tilled as a BMP. <br /> <br />The Board would like to see any type of road curbing that would allow reptile <br />movement. <br /> <br />Mr. Bor stated looking at sustainable businesses to establish and identity that one <br />would relate to. Such as, a unique identity, welcoming site aesthetics and <br />architecture and landscaping. Incorporate LEED designs into the site as much as <br />economically possible in hopes it is a sustainable business. <br />
