Prior to the commencement of any site work, the applicant enter into a <br />development agreement with the City and post all the necessary securities <br />required by it. The agreement shall also contain and operation and maintenance <br />agreement that addresses pond maintenance and incorporates the use of Best <br />Management Practices. <br />B.
