• <br />• <br />Planning & Zoning Board <br />August 14, 2002 <br />Page 24 <br />is needed regarding if they should be dedicated to the City as green space or held in <br />private ownership by the homeowners' association. <br />Staff stated Carl Street right -of -way traverses the proposed plat. A portion of Carl Street <br />will require vacation with the platting of the new Carl Street alignment. The vacation of <br />this right -of -way will have to be done through a public hearing held by the City Council. <br />The Planning Commission will need to make a finding that the vacation of this right -of- <br />way is consistent with the Comprehensive Plan and that there is no current or future <br />anticipated public need to return the right -of -way. In review of the proposed street <br />alignments, they feel that with the platting of the new Carl Street alignment, the old right - <br />of -way is no longer necessary for either street or utility purposes and vacation would be <br />appropriate. <br />Staff noted the applicant has shown an area <br />accessory buildings that would be used a <br />purchase a lot and still have access to the ai <br />Block 6 of the 2nd Addition. The City staff recommends that the City open the <br />public hearing at the Augu Planning and Zoning meeting, take public comment, and <br />then continue the public hearing to the September meeting and direct the applicant to <br />provide the following information: <br />1. Grading and drainage plans for the entire preliminary plat. <br />2. Wetland mitigation plans. <br />3. A park dedication plan must be outlined and defined to be acceptable by City staff <br />and the Park and Rec Board. <br />4.
