D <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: September 11, 2002 <br />TOPIC: CONTINUTED PUBLIC HEARING: <br />Behm's Century Farms 6th & 7th Addns. <br />BACKGROUND <br />The P & Z continued the public hearing on this project at the August 14 meeting. There <br />were a number of issues to be resolved. <br />Major design issues include access and roads, parkland, potential new air park lots, air <br />park impacts, wetlands, and future development on surrounding lands. <br />The applicant submitted new plans on Wednesday, September 4. This did not allow time <br />for staff to review and analyze the new submittals. <br />ANALYSIS <br />Road access and connections are important design issues. The question of connecting <br />Carl St. was discussed extensively at the August meeting. This is a major issue, and it <br />affects numerous other aspects of the project and of this area of the City. <br />Staff is asking to the P & Z to consider the following information and then give staff <br />direction on whether or not Carl St. should be connected. Based on that direction, staff <br />will work with the applicant on the design of the plat. <br />Traffic Study: The applicant hired a consultant to prepare a traffic study. The <br />study was summarized at the August meeting. At that time, staff had not had the <br />opportunity to review the traffic study. The City Engineer now has had the applicant's <br />traffic study analyzed. That analysis is attached (TKDA memo from Steven Elmer, <br />August 23). Note that several assumptions and conclusions in the study may not be <br />universally accepted. <br />Air Park Lots and Carl Street: The majority of P & Z members voiced opposition <br />to connecting Carl St. to the new development. At the same time, most P & Z members <br />expressed support for new air park lots that would each accommodate a home and a <br />hanger. <br />It would seem that the best way to incorporate new air park lots would be to design them <br />to be part of the existing air park. If this is to occur, they should be connected to the <br />
