The acceptability of the sign placement (within the "rainwater garden ") should be subject to comment by the City Engineer. Details regarding site signage have yet to be submitted. As a condition of site and building plan approval, all site signage must comply with the applicable requirement s of the Sign Code. As previously indicated, the applicant is proposing freestanding directional signage to identify desired traffic movements on the site. In addition to such freestanding signage, it is recommended that pavement directional signage also be provided to ensure proper site circulation. Lighting. As required by ordinance, a lighting plan identifying illumination levels on the subject site has been provided. The proposed illumination levels and fixture details have been found to be acceptable. According to the plan, freestanding shoebox style fixtures have been proposed within parking areas while wall mounted fixtures have been proposed on the north, south and east sides of the building. According to the Ordinance, the source of lights should be hooded and controlled so as not to illuminate adjacent properties or public rights -of -way. More specifically, low- impact, downward - focused, low spill, low intensity fixtures should be used. While the shoebox style fixtures meet this requirement, the source of the light from the wall - mounted fixtures will be visible from adjacent properties. As a condition of site and building plan approval, the wall - mounted fixtures should be changed such that the source of the light will not be visible from adjacent properties. Utilities. A utility plan has been submitted for review by the City Engineer. As a condition of site and building plan approval, the utility related modifications and comments as set forth in the City Engineer's memo should to be incorporated into the plans. Grading and Drainage. A grading and drainage plan has been submitted for review by the City Engineer. One noteworthy concern related to drainage involves the handling of wastewater from the self - serve carwash. Of particular concern is the potential "dragging" of water toward the site's egress point (on Lake Drive) in the winter months and the potential for the creation of an ice slick. As a condition of site and building plan approval, the issue should be addressed to the satisfaction of the City Engineer.
