Planning & Zoning Board <br />November 13, 2002 <br />Page 5 <br />Staff stated the site plan illustrates a freestanding sign in the northeast corner of the site <br />within the "rainwater garden ". The acceptability of the sign placement (within the <br />"rainwater garden ") should be subject to comment by the City Engineer. <br />Staff noted details regarding site signage have yet to be submitted. As a condition of site <br />and building plan approval, all site signage must comply with the applicable requirements <br />of the Sign Code. <br />Staff indicated the applicant is proposing freestanding directional signage to identify <br />desired traffic movements on the site. In addition to such freestanding signage, it is <br />recommended that pavement directional signage also be provided to ensure proper site <br />circulation. <br />Staff stated as required by ordinance, a lighting plan identifying illumination levels on the <br />subject site has been provided. The proposed illumination levels and fixture details have <br />been found to be acceptable. <br />Staff noted according to the plan, freestanding shoebox style fixtures have been proposed <br />within parking areas while wall mounted fixtures have been proposed on the north, south <br />and east sides of the building. <br />Staff indicated according to the Ordinance, the source of lights should be hooded and <br />controlled so as not to illuminate adjacent properties or public rights -of -way. More <br />specifically, low- impact, downward- focused, low spill, low intensity fixtures should be <br />used. <br />Staff stated while the shoebox style fixtures meet this requirement, the source of the light <br />from the wall - mounted fixtures will be visible from adjacent properties. As a condition <br />of site and building plan approval, the wall - mounted fixtures should be changed such that <br />the source of the light will not be visible from adjacent properties. <br />Staff noted a utility plan has been submitted for review by the City Engineer. As a <br />condition of site and building plan approval, the utility related modifications and <br />comments as set forth in the City Engineer's memo should to be incorporated into the <br />plans. <br />Staff stated a grading and drainage plan has been submitted for review by the City <br />Engineer. <br />Staff indicated one noteworthy concern related to drainage involves the handling of <br />wastewater from the self -serve carwash. Of particular concern is the potential "dragging" <br />of water toward the site's egress point (on Lake Drive) in the winter months and the <br />potential for the creation of an ice slick. As a condition of site and building plan <br />approval, the issue should be addressed to the satisfaction of the City Engineer. <br />Staff stated as a condition of site and building plan approval, the grading and drainage <br />related modifications and comments as set forth in the TKDA letter dated 11/5/02 should <br />to be incorporated into the plans. <br />DRAFT MINUTES <br />
