Bruggeman Properties <br />Page 8 of 13 <br />As a condition of site and building plan approval however, one additional handicap parking stall <br />(totaling three spaces) should be provided to satisfy applicable State requirements. <br />At 18 feet in depth and 9 feet in width, all off- street parking stalls have been found to meet the <br />minimum dimensional requirements of Section 3, Subd. 5 of the Ordinance. Likewise, the <br />proposed 24 foot wide drive aisles also meet minimum Ordinance requirements. <br />Interim Development Plan. As shown on the submitted site plan, it is the applicant's intent to <br />construct a motor fuel station on the northern one half on Lot 1. While the PDO provides the <br />flexibility to allow two principal buildings upon a single lot, some concern exists in regard to the <br />interim improvements necessary to the northern portion of the lot (in order to provide access to <br />the retail building from Birch Street). As a condition of site and building plan approval for the <br />retail building, and interim development plan for the northern portion of the site should be <br />developed and subject to review by the City Engineer and approval by the City. <br />Landscaping. As required by ordinance, a landscape plan has been submitted for review. To be <br />noted is that a master landscape plan encompasses the entire commercial development site (Lots <br />• 1 -3) has been submitted. <br />As shown on the landscape plan, a variety of trees are proposed on site. Specifically, Marshall's <br />Ash and Goldflame Spirea have been proposed along Hodgson Road. Appropriately, screen <br />plantings have been proposed east of the retail center to minimize the impact of the commercial <br />use upon future adjacent medium density residential uses. Specifically, Austrian Pine, Black <br />Hills Spruce and Redmond Linden have been proposed. <br />• <br />In review of the landscape plan, it appears that some landscaping has been proposed within the <br />Hodgson Road right -of -way. As a condition of site and building plan approval, such landscaping <br />should relocated be so as not to lie within public right -of -way. <br />In addition, the Environmental Board has recommended the following in regard to landscaping: <br />1. Landscaping be provided around the perimeter of the proposed pond. <br />2. Ground story plantings be identified. <br />3. Norway Maples and Amur Maples be substituted with on- invasive species. <br />4. A tree inventory be submitted. <br />5. Additional Oak trees be planted on the east side of the retail building. <br />6. Oak trees be substituted for Laurel Leaf Willow on the east side of the retail building. <br />Trash Enclosure. According to Section 3, Subd. 4.G of the Ordinance, all refuse and recyclable <br />materials must be stored within the principal building or within an accessory structure (within a <br />side or rear yard) that is totally screened from eye level view from neighboring uses and public <br />rights of way. <br />
