2) The right - in/right -out access point proposed on CSAH 10 between CSAH 49 and <br />Ware Rd. is not necessary and we recommend that it be eliminated. Instead, internal <br />flow (local roadways /connections) should be provided for connectivity to Ware Road. <br />We may reconsider this position if the developer is willing to construct this access <br />with: 1) a raised median pork chop island at CSAH 10 so that the access is a right <br />in/right out access point, and 2) construct an EB CSAH 10 right turn lane to <br />accommodate these right turning vehicles. In addition, the RI/RO access point must <br />be located in such a way that it does not interfere with the necessary turn lane <br />construction and intersection integrity for either the CSAH 10 /CSAH 49 intersection <br />nor the CSAH 10/Ware Road intersection. <br />3) The alignment of Ware Road south of CSAH 10 must line up with the alignment of <br />Ware Road on north side of CSAH 10. <br />Because the developments will cause a significant increase in the number and location of turning <br />movements on CSAH 10 and CSAH 49, turn lane construction will be required to be constructed <br />on the county highway system in conjunction with this development. We have prepared a <br />concept plan detailing the turn lane construction that will be required. The concept plan is <br />consistent with the discussions which have previously taken place, and consists of the following: <br />A. Construction of EB and WB CSAH 10 left and right turn lanes at Ware Road; <br />B. Construction of SB CSAH 49 left turn lane with painted channelization and speed: 1 <br />transition at CSAH 10; <br />C. Construction of NB CSAH 49 right turn lane and SB CSAH 49 left turn lane at <br />Arrowhead Street with painted channelization and speed: 1 transitions (maintain 8ft. <br />paved shoulder); <br />In addition, the Traffic Impact Study prepared regarding these developments indicates that <br />signalization of the CSAH 10 /CSAH 49 intersection must also take place in conjunction with <br />these developments in order to ensure public safety and maintain acceptable levels of delay at <br />the intersection. Also, if and/or when the extension of Ware Road proceeds north of CSAH 10 <br />with a tie -in to CSAH 49, it shall be constructed with a raised median pork chop island at <br />CSAH 49 so that the access is a right in/right out access point. Costs for the design and <br />construction of the turn lane, shoulder and painted channelization of CSAH 10 and CSAH 49 <br />shall be the responsibility of the developer. Design details for this construction are to be <br />coordinated through this department. Further discussions will need to take place between the <br />City and the county regarding any cost sharing arrangements for the traffic signal <br />construction. <br />It appears that all applicable Intersection Sight Distance requirements can be met with minor <br />clearing and/or grading for these developments. The City and/or the Developer shall ensure <br />that all applicable Intersection Sight Distance requirements are satisfied to the fullest extent <br />possible for these developments. Please note that no plantings or business signs will be <br />permitted within the county right -of -way. Care must be exercised when locating <br />signs /plantings/berms /etc. outside the county right -of -way, so as not to create obstructions <br />that will obstruct intersection sight distances. <br />
