He declared a recess at 7:58 p.m. and the meeting was reconvened at 8:07 p.m. <br />C. CONTINUED PUBLIC HEARING, Gary Uhde, Century Farm North 15` — <br />7th Additions (formerly Behm's Century Farm 6th — 10th Additions) South of <br />Main Street and North of Carl Street — Section 7, Rezone, MUSA Allocation <br />Preliminary Plat <br />Chair Schaps declared the public hearing reopened at 8:09 p.m. <br />Staff presented the application by Century Farm North Development Inc. for a 250 unit <br />Low and Medium Density Residential development (Century Farm North) located upon a <br />95.1 acres site north of Thomas Street and east of Sunset Road. To accommodate the <br />development proposal, the following approvals are necessary: <br />1. MUSA Reserve Allocation (85.3 acres) <br />2. Rezoning from Rural to R -1, Single Family Residential and R -3, Medium Density <br />Residential <br />3. A PUD to allow airplane hangers, private streets, and multiple buildings on a <br />single lot <br />4. Preliminary Plat <br />Staff advised that the initial plan submissions were received on November 22, 2002. <br />Subsequently, the City staff has done a review and prepared a planning report dated <br />December 11, 2002. In this report, staff outlined 26 conditions that required additional <br />attention prior to the City taking formal action on the requested development <br />applications. The Planning and Zoning Board heard this application at their December <br />11, 2002 meeting. The applicant, upon discussing the items with the Planning and <br />Zoning Board, has responded with both a letter and revised plans to address certain <br />conditions and provide an explanation as to why they do not want to meet other <br />conditions that were listed in the planning report. <br />Staff noted that revised plans were submitted on December 16, 2002. Bob Kirmis <br />prepared a letter of response dated December 18, 2002, outlining City staffs position on <br />the various conditions and the applicant's response to those conditions. Following <br />review, staff was asked to prepare a brief memo that outlines its position on four of the <br />main topics that require further attention prior to having Behm's Century Farm north <br />proceed. These conditions may significantly influence the overall design of the plat and <br />must be resolved prior to the plat proceeding onto preliminary plat approval and <br />ultimately final plat approval. <br />DRAFT MINUTES <br />
