to <br />• <br />Appropriation of Public Waters <br />Permit approval is required for the appropriation of water <br />from: <br />1. A public water basin or wetland wholly within <br />Hennepin or Ramsey County which is Tess than 500 <br />acres in surface area. <br />2. A protected watercourse which has a drainage area <br />of less than 50 square miles. <br />Applicants requesting approval to appropriate from <br />public waters must complete an Appropriation Checklist <br />(available from the RCWD office). <br />Rough Grading Plan <br />Rough Grading Plans are issued to regulate earthwork <br />on sites which will eventually require either a Land <br />Development Plan or Final Site Drainage Plan, but for <br />which development plans have not been finalized. <br />Construction of impervious surfaces or structures is not <br />generally allowed with this permit. <br />Necessary exhibits include: <br />1. Grading and Sediment - Erosion Control Plan (see <br />below). <br />2. Delineation of any ditches, floodplain, and wetland <br />areas. <br />Shoreland Alteration Plans <br />Alteration of the beds, banks, and shoreland of lakes <br />and streams may require permit approval. Most activity <br />is regulated by the Minnesota Department of Natural <br />Resources and /or municipalities. Actions requiring a <br />permit from the watershed district are limited to review of <br />structure and septic field setbacks within the cities of <br />Centerville, Columbia Heights, Fridley, New Brighton, St. <br />Anthony, and Spring Lake Park. Additionally <br />topographic alterations (grading and filling) within the <br />distances specified above under Land Development and <br />Final Site Drainage Plans will require watershed district <br />approval. <br />Necessary exhibits to accompany an application are: <br />1. Site plan showing building setback from the ordinary <br />high water elevation. <br />2. Grading and Sediment - Erosion Control Plan (see p.3). <br />3 <br />
