• <br />• <br />• <br />Land Development Plans <br />Land Development Plans are any proposal to subdivide <br />land. Permit approval is required for: <br />1. Residential land development plans greater than 5 <br />acres. <br />2. Industrial, commercial, and multi -unit residential <br />plans greater than 2.5 acres. <br />3. Subdivision of any size located within: <br />• 100 -year floodplain. <br />• 1,000 feet of a public water or protected <br />wetland, or any parcel containing wetland. <br />300 feet of Rice Creek, a major tributary to Rice <br />Creek, or a county or judicial ditch. <br />• Areas with slopes exceeding 15 %. <br />Applications for Land Development Plans must include: <br />A. Stormwater Management Plan (see page 3). * <br />B. Grading & Sediment - Erosion Control Plan (see p. 3). * <br />C. Preliminary plat or certificate of survey granting <br />easements over all hydrologic features such as <br />floodplain, wetlands, ditches, ponds, and swales. <br />* A and B are required only for land splits where <br />construction is proposed. <br />Wetland Alteration Plans <br />Permit approval is required for any activity that may <br />affect the size, shape, or character of a wetland. <br />Proposals for wetland alterations must include: <br />1. Narrative describing purpose of project and efforts <br />taken to avoid or minimize wetland impacts. <br />2. Grading & Sediment - Erosion Control Plan (see page <br />3) showing existing and proposed elevations for <br />wetland and spoil disposal areas. <br />3. Wetland delineation and support documentation in <br />accordance with WCA rules. <br />4. Wetland Replacement Plan application for projects <br />involving fill or drainage. <br />Public and Private Drainage Plans <br />Construction, improvement, or repair of public or private <br />drainage systems (open or tiled) requires permit <br />approval. <br />Exhibits necessary to accompany the permit application <br />include: <br />1. Map showing location of project and tributary area. <br />2. Existing and proposed cross sections and profile of <br />affected area. <br />3. Description of bridges or culverts required. <br />4. Narrative describing wetland impacts and affects on <br />water levels above and below the project area. <br />2 <br />Final Site Drainage Plans <br />Approval of Final Site Drainage Plans is required for: <br />1. Development of individual sites of 2.5 acres or <br />greater. <br />2. Impervious additions to existing buildings on <br />sites 2.5 acres or greater. <br />3. Development on any individual site within: <br />• 100 -year floodplain. <br />■ 1,000 feet of a public water or protected <br />wetland. <br />• 300 feet of Rice Creek, a major tributary to Rice <br />Creek, or a county or judicial ditch. <br />Construction of a single - family detached dwelling on an <br />isolated lot will not require permit approval unless one of <br />the above - listed conditions exists. Construction on lots <br />within a residential subdivision approved by the District <br />will not require District approval unless the activity does <br />not comply with the original development plan or has <br />been superseded by State law. <br />Permit applications for Final Site Drainage Plans must <br />include: <br />A. Stormwater Management Plan (see page 3). * <br />B. Grading & Sediment- Erosion Control Plan (see p. 3). <br />C. Preliminary plat or certificate of survey granting <br />easements over all hydrologic features such as <br />floodplain, wetlands, ditches, ponds, and swales. <br />* A is not required for construction of a single - family <br />dwelling on an isolated lot. <br />Bridge or Culvert Construction and Repair <br />Bridge or culvert construction and repair on creeks, <br />public ditches, or major tributaries requires permit <br />approval. <br />Necessary exhibits to accompany the application <br />include: <br />1. Construction details showing: <br />• existing and proposed flow line (invert) <br />elevations. <br />• end details with flared end sections and rip <br />rap (energy dissipaters). <br />• size and description of structure. <br />• emergency overflow elevation and route. <br />2. Construction schedule. <br />3. Narrative describing construction methods. <br />4. Erosion - Sediment Control Plan (see below). <br />5. Computations of watershed area, peak flow <br />rates, and discussion of potential effects on water levels <br />above and below the project area. <br />
