• <br />Planning & Zoning Board <br />February 12, 2003 <br />Page 15 <br />DRAFT MINUTES <br />Mr. Lyden asked how many residents were within 5 minutes of the fire department. <br />Chief Bennett stated the average response time from time of call to time of delivery was <br />7.03 on average. <br />Mr. Lyden asked what was the acceptable response times. Chief Bennett replied that was <br />a matter of opinion. He noted the ambulance route had the same route as the fire route <br />had. <br />Mr. Lyden noted without the Carl Street connection, they would still be below average. <br />Chief Bennett replied he was not taking into account the response time, so he believed it <br />was about average without the connection. <br />Chair Schaps asked about having only emergency accesses. Chief Bennett noted he was <br />opposed to that idea because they were not plowed in the winter and to stop to remove <br />the barrier cost them in response time. He noted if the road was plowed, even though it <br />would be only for emergencies, the road would be used by the general public. <br />Mr. Rafferty asked if they would have more corners to take if they put Carl Street <br />through. Chief Bennett noted an additional corner would not be an issue. <br />Mr. Rafferty asked if he had a house at the end of Carl Street and it was currently a cul- <br />de -sac, what would you think if a new development went behind you in and your cul -de- <br />sac went through. Chief Bennett replied he could not speak on that issue. <br />Police Chief Peecha stated their position was a little different than the Fire Department. <br />He stated he had prepared a study on Grid 7 and stated for the emergency calls in that <br />area it took 2 -5 minutes to respond to a medical emergency. Anything over five minutes, <br />the Fire Department was usually there. He noted with the new development, he expected <br />their response times to be similar. He noted there were several additional accesses off of <br />Lilac and Sunset to get into that area. He stated it may or not be beneficial to have access <br />off of Carl Street depending on where the officer was located. <br />Chair Schaps asked if the police had any opinion about the access off of Carl Street. Mr. <br />Peecha replied as long as they had sufficient access off of Sunset and Lilac, it did not <br />impact them that much. <br />Chair Schaps invited applicant to make comment. <br />John Johnson, engineer, stated they were in agreement with the conditions in the staff <br />report. He noted they still needed to discuss phasing in detail. He stated they had <br />submitted two phasing plan. Option one would not include townhomes in the first phase <br />and would not include a connection to Carl Street. At the completion of pahses one and <br />two there would be 120 units. Option two would have 79 units in the first phase, which <br />would include the townhomes and the Carl Street Connection. He noted this option <br />would have 122 units. He stated they were optimistic they could begin construction in <br />late April and they would start marketing the townhomes in late fall, early winter. He <br />stated it was important to have all three products available in the initial marketing.
