• <br />Planning & Zoning Board <br />February 12, 2003 <br />Page 21 <br />DRAFT MINUTES <br />(b) adequate screening from abutting residential uses and landscaping is provided <br />in compliance with Section 3, Subd. 4.S. of the Ordinance; <br />Comment: The proposed building addition will be adequately screened from the <br />residence located northeast of the site with landscaping including six (6) spruce trees and <br />two (2) sugar maples. <br />(c) adequate off - street parking and access is provided on the site in compliance <br />with Section 3, Subd. 5 of the Ordinance and that such parking is adequately screened <br />and landscaped from surrounding and abutting residential uses in compliance with <br />Section 3, Subd. 4.S. of the Ordinance; and <br />Comment: The off - street parking area will remain substantially the same. The parking <br />spaces have been reconfigured to incorporate two (2) additional designated disabled <br />parking spaces in accordance with the guidelines established by the Minnesota State <br />Council on Disability, resulting a reduction from 91 to 90 total parking spaces. All off - <br />street parking spaces meet the minimum dimensional requirements of Section 3, Subd. 5 <br />of the Ordinance. A wooded area in the southwest corner of the site provides screening <br />of the parking lot from CSAH 10. <br />(d) adequate off-street loading and service entrances are provided and regulated <br />where applicable by Section 3, Subd. 6. of the Ordinance. <br />Comments: Additional loading is not indicated by the plans submitted for the building <br />addition. <br />A conditional use permit for the site was previously approved by the City in April 1993. <br />The current application will expand the existing structure but will not alter the use as <br />previously approved. Adequate parking for the proposed building addition is currently <br />available on site and the proposed building addition meets all relevant setback <br />requirements. <br />The site is located less than 1,000 feet from Reshanau Lake, a Recreational Development <br />Lake, and is therefore subject to the provisions of the Shoreland Management Overlay <br />District ( "Shoreland District "). The purpose of the Shoreland District is to provide for <br />the wise subdivision, use and development of shorelands of public waters. The <br />Shoreland District standards are applied in addition to standards set forth in other zoning <br />districts. <br />Access /Site Circulation. Access to the site is provided via an existing driveway along <br />CSAH 10. Preliminary review by the Anoka County Highway Department (ACHD) <br />indicates that turn lanes may be required as a result of the proposed improvements to the <br />site. Any roadway improvements should be subject to comment and recommendation by <br />the City Engineer and the ACHD. <br />City staff is recommending that the site include a separated drop -off area outside of the <br />drive -aisle to prevent vehicle backup upon CSAH 10 and to promote safety and efficient <br />DRAFT MINUTES <br />
