In addition, the applicant has agreed to install a striped <br />pedestrian crossing from the designated disabled parking stalls to the sidewalk. <br />Lot Size and Setbacks. Staff summarized the lot and building performance standards for <br />properties within the R -1, Single Family Residential District and the Shoreland <br />Management Overlay District. <br />Staff noted the proposed building addition meets all applicable lot and building <br />performance standards. <br />Impervious Surface Coverage. Section 1102.07, Subd. 1(C)(4) of the Shoreland <br />District standards states impervious surface coverage of the lot area may not exceed thirty <br />percent (30 %). <br />Architecture/Building Materials. As shown on the submitted building elevations, the <br />proposed building addition is to be finished with painted lap siding, glass windows and <br />an asphalt shingle roof, all to match the existing building. Specific building colors have <br />not been indicated. As a condition of site and building plan approval, building colors <br />should be specified. <br />Off - street Parking. The standards for calculating the off - street parking requirements for <br />the proposed uses are outlined in Section 3, Subdivision 5 of the Ordinance. <br />In addition, the Ordinance requires that churches provide parking for additional facilities <br />provided within the building. For example, one (1) parking space is required for each <br />classroom plus one (1) space for each three hundred (300) student capacity plus one (1) <br />space for each employee. Day care facilities (nursery) serving fourteen (14) or fewer <br />persons are required to provide two (2) spaces per unit. <br />Alternatively, the City Council may determine parking requirements on an individual <br />basis taking into account such factors as the size of the building, type of use, number of <br />employees, expected volume and turnover of customer traffic and expected frequency <br />and number of delivery and service vehicles. <br />Ninety (90) parking spaces are currently provided on site. All parking is configured at <br />90° with stall width measuring 9 feet and stall depth measuring 19 feet. All off -street <br />parking spaces meet the minimum dimensional requirements of Section 3, Subd. 5 of the <br />Ordinance. <br />The parking incorporates four (4) designated disabled parking spaces in accordance with <br />the guidelines established by the Minnesota State Council on Disability. All such spaces <br />must be appropriately signed, including designation of one space as "van accessible ". <br />Landscaping. Section 3, Subd. 4(S) of the Ordinance requires adequate screening from <br />abutting residential uses and landscaping with an emphasis on the boundary or perimeter, <br />the immediate perimeter of the structure and the perimeter of parking and loading areas. <br />The site plan indicates sod surrounding the proposed building addition and planting of <br />three (3) trees, one maple and one evergreen tree east of the proposed building addition <br />DRAFT MINUTES <br />• <br />• <br />• <br />
