Planning & Zoning Board <br />February 12, 2003 <br />Page 26 <br />DRAFT MINUTES <br />Comment: The proposed use will, as a condition of approval, meet the applicable <br />requirements of the Ordinance. <br />Based on the findings contained in staffs report, staff recommends approval of the Site <br />and Building Plan and Conditional Use Permit to allow the construction of a new <br />sanctuary on the 9.34 acre site located north of CSAH 10 and south of Reshanau Lake <br />subject to the following conditions: <br />1. The need for associated roadway improvements shall be subject to comment and <br />recommendation by the City Engineer and the Anoka County Highway <br />Department. The applicant must comply with all recommendations and <br />requirements of the Anoka County Highway Department. <br />2. Building colors shall be specified. <br />3. If new or additional signage will be installed, the location of such signage be <br />illustrated on the site plan. All such signage shall conform to the provisions of <br />Ordinance 12 -97 regulating signs. <br />4. Designated disabled parking spaces must be appropriately signed, including <br />designation of one space as "van accessible ". <br />5. A striped pedestrian crossing from the designated disabled parking stalls to the <br />sidewalk shall be installed. <br />6. The location, intensity and source of the proposed new lighting must be illustrated <br />on the site plan. Exterior light fixtures must have a 90 degree cutoff to reduce <br />glare and light pollution. All such lighting shall conform to the provisions of <br />Section 3 Subd. 4.H. of the Ordinance. <br />7. All utilities or construction over existing utility service lines are subject to review <br />and approval by the City Engineer <br />8. All conditions set forth in the Memorandum from the City Engineer dated January <br />31, 2003 (Exhibit I) have been met. <br />9. All recommendations of the Environmental Board set forth in the Memorandum <br />dated February 3, 2003 (Exhibits J and K) have been met. All landscaping shall <br />be in compliance with Section 3, Subd. 4(S) of the Ordinance. <br />10. Prior to the commencement of any site work, the applicant will be required to <br />enter into a development agreement with the City and post all the necessary <br />securities required by such development agreement. <br />11. A fire sprinkler system must be installed in the entire building. <br />12. Approval of drainage plan by the Rice Creek Watershed District. <br />13. Resolution of drop off issue. <br />Chair Schaps invited applicant to make comment. <br />Ted Erkenbrack, representative of church, stated the island as proposed he believed <br />would be a traffic hazard having two lanes of traffic. He stated they had talked with the <br />County engineer with respect to the turn lane situation. <br />Mark Hayes, architect, stated they had 34 feet in width for a drop off zone with 10 feet of <br />traffic to do by.
