Planning & Zoning Board <br />February 12, 2003 <br />Page 48 <br />DRAFT MINUTES <br />Mr. Rafferty stated he was not as concerned about the bituminous on the road, as he was <br />with respect to safety. <br />Chair Schaps invited applicant to make comment. <br />Jim Keefe, 6300 Rolling Hills Drive, thanked everyone for their support and effort during <br />this process. He thanked staff or pushing this through. He stated he had worked <br />something out with the bank today. He stated the association was in the works. He <br />stated he had lived there for 40 years, and if someone did not want to maintain the road, <br />he would do it himself because he had to get in and out. He stated his neighbors were <br />against a trail running through the area. Mr. Grochala stated they would like to see what <br />options they had with respect to a trail. <br />Mr. Keefe noted the only option for a trial would be through his front yard because the <br />rest of the area was too wet. He stated everyone in the area did not want the trail. Chair <br />Schaps asked if he would work with staff regarding this issue. <br />Mr. Keefe stated he would prefer to give the City money for the park dedication instead <br />of having a trail run through his property. He stated he did not want a trail right next to <br />his home. He stated he would be willing to get a petition from the residents. <br />Mr. Keefe stated his suggestion was with the road was to keep the existing width of <br />Rolling Hills Drive. He noted the neighbors did not want to 20 -foot wide road there <br />because of people driving on their property. He presented the various road widths in the <br />area and stated there was no point in widening the road. He indicated emergency <br />personnel could get in the area. He stated the association would make the road as wide a <br />Rolling Hills Drive. <br />Chair Schaps stated if the road was 12 feet wide, it should not be 12 feet wide and <br />emergency personnel needed to get in the area. Mr. Keefe noted he would be willing to <br />widen the road in the future if this developed any further. <br />Chair Schaps stated it was reasonable to widen the road and not have it paved. Mr. Keefe <br />noted if a 20 -foot wide road was put in, significant trees would be lost. <br />Mr. Corson asked staff to look at the road and determine the width. He expressed <br />concern about parts of the road not being 12 feet. He asked if the road should be 5 or 7 <br />ton. Mr. Grochala replied 7 ton was the City standard. <br />Mr. Keefe stated they intended to have this as a private road and they did not want people <br />to come in and turn around. He noted if service vehicles needed to turn around, they just <br />drove down to his home and turned around.
