• <br />Planning & Zoning Board <br />February 12, 2003 <br />Page 49 <br />DRAFT MINUTES <br />Mr. Rafferty asked if there was a cost concern about putting in a cul -de -sac. Mr. Keefe <br />replied that was a part of it, but there was not much traffic on the road and people could <br />turn around in his driveway. <br />Chair Schaps noted it was an unfinished situation and people should not have to turn <br />around in his driveway. <br />Mr. Keefe requested the road not be widened to 20 feet, especially since the roads in the <br />area were not all 20 feet. <br />Ms. Lane made a MOTION to close the public hearing at 10:55 p.m. The motion was <br />supported by Mr. Lyden. Motion carried 6 -0. <br />Mr. Corson made a MOTION to approve James Keefe, 6300 Rolling Hills Drive, Rezone <br />from R -X Rural Executive to R -X Rural Executive /Planned Development Overlay <br />(PDO). The motion was supported by Mr. Lyden. Motion carried 6 -0 -1 (Mr. Tralle — <br />Abstained). <br />Mr. Corson made a MOTION to approve the Preliminary Plat subject to the <br />recommendations and conditions as outlined in staff's report with requirement for a seven <br />ton gravel road design and a 20 -foot road width with the idea that at some point these <br />roads would be improved. The motion was supported by Mr. Hyden. Motion carried 6- <br />0-1 (Mr. Tralle — Abstained). <br />Chair Schaps recessed the meeting at 11:05 p.m. and reconvened at 11:10 p.m. <br />F. PUBLIC HEARING, Bill Gschwind, 6931 Lake Drive, CUP and Variance <br />Staff requested Item 5F be deleted from the agenda. <br />G. CONTINUED PUBLIC HEARING, Draft Zoning Ordinance Review <br />Chair Schaps opened the public hearing at 11:10 p.m. <br />Mr. Smyser asked if any of the Board members had questions regarding sections cne <br />through three. <br />Mr. Smyser noted the following changes /corrections /additions: <br />Page 4 -1, the neighborhood business district will not be deleted. <br />Section 5, tree service would be added to the rural section. He asked if they wanted to <br />add tree service to the R -X District as well. The Board recommended it not be added to <br />the R -X District. <br />Mr. Lyden stated the R -1 was out of date and obsolete. He stated it should be deleted. <br />He stated the minimum lot standard should be R -1X. He indicated homes were getting <br />larger and lots smaller.
