Planning & Zoning Board <br />February 12, 2003 <br />Page 53 <br />DRAFT MINUTES <br />• Ms. Lane stated she wanted to eliminate them from neighborhood business district. <br />Mr. Tralle stated gasoline was driving the rental, but who was going to come in the City <br />to start a business if there was no incentive. He noted the economic development in the <br />City has gone nowhere. He noted to be realistic about bringing businesses into the City, <br />what did they want here, and what type of incentives were they giving businesses to come <br />into the City. Mr. Grochala noted the City has put up a lot of roadblocks to development <br />and indicated a lot of businesses did not want to come into the City because it was too <br />difficult to get in. <br />Mr. Tralle stated he wanted to spend his money in the community he lived in instead of <br />giving it to other communities. He noted the reality was that people wanted fast food and <br />convenience. <br />Mr. Corson asked if they could limit the number of gas stations in the City by limiting the <br />locations in the neighborhood business district. Mr. Tralle noted competition was a good <br />thing when it came to gas stations. <br />Mr. Lyden noted they did not have any kind of buffer between general business and <br />residential. He stated he liked the idea of business parks, but the problem was that they <br />were doing things the old way by putting up businesses next to residential area. He stated <br />he wanted to see buffers between businesses and residential areas. <br />Mr. Smyser asked if they wanted to eliminate gas stations from some particular locations. <br />The Board agreed with that recommendation. The Board agreed to eliminate gas stations <br />from the Neighborhood Business District and designate some specific locations for that. <br />Mr. Smyser stated he would need to look into Councilmember Carlson's suggestion <br />about limiting gas stations by how close they were located to each other. <br />Mr. Smyser asked which locations did they not want to see gas stations. The Board <br />decided the following — Freeway interchanges — yes. County Road J and Hodgson — yes. <br />Hodgson and Lake Drive — yes. Centerville and Birch — no. County Road J and <br />Centerville Road — yes. Hodgson and Birch — no. <br />Mr. Smyser asked if the Board wanted bulk propane sales. The Board decided to allow <br />bulk propane sales at gas stations. <br />Mr. Smyser asked if they wanted to allow tennis domes and if so, where. The Board <br />decided tennis domes were allowed in the general business and light industrial districts. <br />Mr. Smyser stated the Central Business District automatically becomes the General <br />Business District. <br />Mr. Smyser indicated they were creating a new zoning district called the Planned Unit <br />Development District to be used for mixed development.
