• <br />• <br />• <br />AGENDA ITEM 5C <br />STAFF ORIGINATOR: Michael Grochala <br />P & Z MEETING DATE: March 12, 2003 <br />TOPIC: DQ Grill & Chill: Site Plan Review and <br />Conditional Use Permit (for a drive - through) <br />Lake Drive & Apollo Drive, <br />Lot 1, Block 1, Lino Lakes Marketplace 2nd <br />BACKGROUND <br />In August of 2001 the City Council approved the Lino Lakes Market Place PDO <br />(Ordinance No. 16 -01), which included the development of a restaurant to be located <br />along Lake Drive. <br />While the PDO established the general use and design parameters within the Market <br />Place development, the Special Provisions section of Ordinance No. 16 -01 requires that <br />the development of single tenant buildings on the site, including the proposed restaurant, <br />be subject to site plan review approval in accordance with the Lino Lakes Zoning <br />Ordinance. <br />The applicant, Frauenshuh Companies, has now submitted an application to construct a <br />3,487 sq.ft. building upon a 45,802 sq.ft. lot, as previously proposed in the PDO. The <br />building would house a DQ Grill & Chill Restaurant. <br />This review is based on the most current submittal, consisting of the following plans: <br />1.) General location map. <br />2.) Site Plan (Al), dated 2- 10 -03. <br />3.) Landscape Plan (L1), dated 2- 10 -03. <br />4.) Grading, Drainage, and Erosion Control Plan (C1), dated 2- 10 -03. <br />5.) Utility Plan (C2), dated 2- 10 -10. <br />6.) Equipment Plan (A2), dated 2- 10 -03. <br />7.) Exterior Elevations (A3), dated 2- 10 -03. <br />8.) Exterior Elevations (A4), dated 2- 10 -03. <br />9.) Signage Plan (A5), dated 2- 10 -03. <br />10.) Photometric Plan (A6), dated 2- 10 -03. <br />
