• <br />• <br />AGENDA ITEM 5E <br />STAFF ORIGINATOR: Michael Grochala <br />P & Z MEETING DATE: May 14, 2003 <br />TOPIC: Comprehensive Plan Amendment <br />- MUSA <br />- Land Use Change <br />Stage Growth Area Change <br />Elm Street Reconstruction Project <br />BACKGROUND <br />The City is preparing to move forward with the reconstruction of Elm Street from Grey <br />Heron Drive to its intersection with Sunset Avenue. As part of the project the City is <br />proposing to extend sanitary sewer and water main to currently unserviced portions of the <br />project and to provide services to properties were utility mains are currently located. <br />The City has previously completed the special assessment procedural requirements in <br />accordance with Minnesota Statutes, Chapter 429, and the City Charter. However, an <br />amendment to the Comprehensive Plan is required to allow services to be provided to <br />several of the properties located adjacent to the improvements. <br />ANALYSIS <br />Existing Land Use <br />The Elm Street corridor consists primarily of sewered and unsewered single family <br />residential properties. St. Joseph's Catholic Church, Willow Ponds townhome complex, <br />and Centennial Middle School are also located adjacent to the project area. <br />The corridor is entirely developed with the exception of 5 to 7 properties that could <br />subdivide off one single family lot if sanitary sewer is available. The majority of <br />properties within the amendment area are under one acre in size. All of the properties are <br />currently serviced by on -site wells and septic systems. <br />Existing Zoning <br />The majority of the project area is zoned R -1, Single Family Residential District with the <br />exception of Willow Ponds (R -4, High Density Residential District) and Centennial <br />• Middle School (PSP, Public and Semi- Public). The minimum lot size in the R -1 District <br />is 10,800 square feet if sanitary sewer and water are available. <br />
