b. Give a complete description of the proposed project and related new construction. Attach <br />additional sheets as necessary. Emphasize construction, operation methods and features that will <br />cause physical manipulation of the environment or will produce wastes. Include modifications to <br />existing equipment or industrial processes and significant demolition, removal or remodeling of <br />existing structures. Indicate the timing and duration of construction activities. <br />The proposed project consists of development of one 13.4 acre parcel and future development of three <br />outlots totaling 16.2 acres of a plat called the Lakes Business Park in Lino Lakes, Minnesota (Figure <br />4A). The initial development includes a 265,000 square foot building for light industrial/warehouse <br />use. <br />Development of the initial site will include construction of a street connection to Lake Drive (CSAH <br />23), extension of public and private utilities (sewer, water, gas, etc.), installation of storm water ponds <br />and/or infiltration basins and site grading. In addition, a storm sewer system will be installed to replace <br />an existing ditch that conveys drainage to Anoka County Ditch No. 10. A conservation easement will <br />be secured along Anoka County Ditch No. 10 to preserve the integrity of the ditch within the boundaries <br />of the property. <br />The City of Lino Lakes anticipates future development of Outlets A, B, and C and as the RGU has <br />included them in this EAW document. Development of the three outlets is expected to be for <br />contemporary light industrial uses. Conceptual uses illustrated on Figure 4A are as follows: <br />• Outlet A (3.9 acres) - -Light mfg., Office, Retail Sales and Service Establishment. <br />• Outlet B (5.4 acres) -- Professional Offices <br />• Outlet C (7.0 acres) -- Light mfg., Office, Retail Sales and Service Establishment. <br />The conceptual uses shown are allowed in the LI, Light Industrial District of Lino Lakes. The identified <br />uses are only three of 15 allowable uses in the LI district. Other permitted uses include building <br />material sales, greenhouses, nurseries, warehousing, and distribution facilities. Street and utility <br />improvements for the outlots will be installed with the initial phase of development. <br />The Lakes Business Park has approximately 23 acres (1,002,520 square feet) of developable area with <br />buildings, associated off -street parking and drive areas. For the 13.4 acre (586,753 square feet) parcel, <br />approximately 9.83 acres (428,400 square feet) is developable. Non - developable areas include existing <br />wetlands, Anoka County Ditch No. 10, and wooded buffer areas. Maximum buildout will result in 70. <br />percent impervious coverage, which is less than the allowable threshold of maximum impervious <br />coverage of 85 percent, as identified in the City's zoning ordinance. <br />Initial site grading and construction is anticipated to begin in October 2003. Full development of the <br />site is expected to be completed in 3 to 5 years. <br />c. Explain the project purpose; if the project will be carried out by a governmental unit, explain <br />the need for the project and identify its beneficiaries. <br />The purpose of the project is to provide an additional area for light industrial use in the City of Lino <br />Lakes. The City anticipates a number of benefits from development of the Lakes Business Park, <br />including taxable benefits received by investing in new development, aesthetic improvements resulting <br />from the build -out, and creation of approximately 500 jobs.
