d. Are future stages of this development including development on any outlots planned or likely to <br />happen? X Yes _No <br />If yes, briefly describe future stages, relationship to present project, timeline and plans for <br />environmental review. <br />The proposed first phase of the development does not meet the threshold for a mandatory EAW, which, <br />under Minnesota Rule 4410.4300, Subpart 14 is 300,000 square feet in a third class city having a <br />population of 10,000 to 20,000. Future development of Outlots A, B, and C would exceed the threshold <br />limits. <br />The total buildout for the entire site, including the 13.4 acre initial development and conceptual <br />buildouts of Outlots A,B, and C is 362,800 square feet. This is below the threshold of 500,000 square <br />feet requiring a mandatory EIS for a third class city. <br />The City of Lino Lakes will review future development of Outlots A, B, and C through guidance of its <br />Comprehensive Land Use Plan, as well as its zoning ordinance. The City will also conduct an <br />environmental review of future development phases through its Environmental Board. <br />Several assumptions were made (described in Item 6b.) to measure the level of impact for a full - <br />buildout. For the purpose of this document, a full buildout condition is the maximum development that <br />each parcel will support based on performance standards identified for the LI, Light Industrial District. <br />1. Outlot A (3.9 acres) <br />• Conceptual Building (Light Mfg. /Office/Retail Sales and Service Est.)- 19,200 sq. ft. Footprint <br />- Two Stories: Lower Level 19,200 sq. ft. <br />Upper Level 19,200 sq. ft. <br />Total Conceptual Building Sq. Ft.: 38,400 <br />• Off - Street Parking Requirements <br />Conceptual Building -95 Minimal Parking Spaces Required: <br />51 parking spaces required for office area (9,600/200 +3 =51). <br />34 parking spaces required for retail sales /service establishment and storage area (5,000 sq. <br />ft.- retails sales /service and 4,600 sq. ft storage). <br />10 parking spaces required for Light Mfg. Area (19,200 - -one space/2000 sq. ft. =10). <br />• Total Impervious Surface Coverage <br />In no event shall off -street parking places, structures of any type or other features cover more <br />than 85 percent of the lot area resulting in less than 15 percent pervious landscaped area. - <br />The Maximum Impervious Coverage Allowed - -85 Percent: 3.29 acres (143,312 square foot) <br />Total Impervious Coverage (Includes conceptual buildings and parking/drive areas): 77,400 <br />square feet or 46 percent impervious coverage. <br />19,200 square feet - -Light Mfg., Office, and Retail Sales and Service Est. <br />58,200 square feet-- Parking/Drive Area. <br />2.
