• • STAFF ORIGINATOR: P & Z MEETING DATE: TOPIC: AGENDA ITEM 5E Richard Thompson August 13, 2003 Sportatorium Fogarty Investments, LLC: Site Plan Review, Conditional Use Permit and MUSA Expansion 40.58 Acres between Cedar Street and Proposed 21st Avenue South BACKGROUND Fogarty Investments is proposing to develop part of a 40 -acre parcel located east of Centerville and west of 1 -94. The area is designated as Growth Area 1, 1998 -2010 and is guided as Industrial in the City's Comprehensive Plan. The land is zoned LI, Light Industrial. Clearwater Creek runs northwest/southeast over the northern half of the property, while an NSP utility easement runs southwest/northeast in the southern half of the parcel. Surrounding land uses are Clearwater Business Park on the north, Interstate 35E on the east, land guided as medium density with one residential unit to the south, and Centerville where the predominant land uses are industrial and vacant to the west. The parcel will be served by improving Cedar Street to the east (on the south side of the property) and extending 21st Avenue South on the west side of the property. The Applicant, Fogarty Investments, is proposing to use the southern one -third of the parcel for an inflatable bubble to house three ice rinks, a restaurant, a banquet hall, a and pro shop. (The inflatable bubble was formerly located near Rice Street and Arlington in St. Paul.) In addition to the bubble, the Proposal includes on -site parking for 462 vehicles.
