• 9. The Applicant should work with City Staff to refine the Landscaping Plan to <br />reflect the spirit of the City's landscaping requirements. <br />10. The Proposal meets the City's requirements for buffering. <br />11. The shadow study demonstrates shadows that will extend the property lines only <br />to the east in the area of the freeway. The proposed use will not impede anyone's <br />access to solar energy. <br />12. The Proposal is consistent with the City's Comprehensive Plan including Land <br />Use Plan, Transportation Plan, Utilities Plan, Local Water Management Plan, <br />Capital Improvement Plan and Natural Environment Plan. <br />13. The two access roads, 21st Avenue and Cedar Street in the vicinity of the <br />Sportatorium will be built by the Applicant to City standards to meet anticipated <br />traffic on the roads. <br />14. The Applicant must prepare a traffic analysis including traffic counts and peak <br />hour analysis for staff review. <br />15. Depending on the results of the traffic analysis, if significant amounts of traffic <br />will come to the facility from the north on 21st Avenue, the Applicant should <br />provide an additional entrance to the parking area from 21st Avenue. <br />16. The Proposal appears to provide adequate parking for the facility; however, final <br />determination of parking requirements will depend on the proposed usage, and <br />traffic to and from the facility. <br />• <br />Required Actions <br />1. Approve allocation of 38 acres of MUSA. <br />2. Approve the Sportatorium as a conditional use with conditions based upon the <br />exceedence of height requirements of the City Zoning Ordinance. <br />3. Approve the restaurantfbanquet hall /pro shop as a conditional use with conditions <br />based upon the requirements of the City Zoning Ordinance. <br />4. The City should authorize staff to enter into a Joint Powers Agreement with the <br />City of Centerville for improvements to 21st Avenue. <br />Recommendations <br />Staff recommends that the Planning & Zoning Board recommend approval of the MUSA <br />allocation request, the conditional use request based upon height requirements and the <br />restaurant/banquet hall /pro shop subject to the following conditions: <br />1. That a traffic analysis be conducted and provided to City Staff not later than <br />August 15, 2003, and that such analysis meets the requirements of the Ordinance <br />as interpreted by City Staff. <br />2. That air conditioning and blower units be screened and landscaped. <br />3. That the Applicant work with City staff to refine the Landscaping Plan to reflect <br />the spirit of the City's landscaping requirements. <br />4. The Applicant should provide an additional entrance to the parking area from 21st <br />Avenue. <br />12701 -002 <br />
