• <br />• <br />3. Cedar is an existing quarter mile long cul -de -sac. Provision of a <br />secondary access would allow an additional option of Emergency Vehicle <br />access. <br />It would be reasonable provide the secondary driveway from 21st Avenue acknowledging <br />that modifications or changes may happen in conjunction with future development of the <br />parcel. <br />Parking <br />The Proposal includes spaces for 462 parking stalls. The materials provided by the <br />Developer do not explain the process by which that number was derived. A cursory <br />calculation based on the requirements of the Ordinance would indicate a need for in <br />excess of 10,000 parking spaces, which is intended for an indoor skating rink with <br />spectators. The Developer must provide more information on the exact use of the <br />structure, and, if it will be set up for spectators, how many seats will be provided. <br />Environmental Board <br />The reviewed the request on June 25, 2003 and recommended denial. There comments <br />are attached and provide recommendations if the project is approved. <br />Findings <br />1. The Sportatorium consisting of the ice arena is a conditional use in the LI - <br />Limited Business District due to height exceedence of 45 feet. A structure of the <br />size proposed that is air- inflated needs sufficient height to remain supported. <br />2. The restaurant, banquet hall and pro shop qualify as conditional uses to the <br />principal use. <br />3. The proposed use will require a MUSA expansion of 38 acres from the City's <br />Growth Area - 1998 -2010. <br />4. Pending the MUSA expansion, public sewers and public water can be extended to <br />this facility. <br />5. The proposed building meets all setback requirements except the setback <br />requirements on the east. The Applicant has positioned the building on the east <br />side of the property in order to avoid a small wetland on the west side of the <br />structure. <br />6. The building meets the impervious surface requirements of the Ordinance, but the <br />Developer must realize that the amount of impervious capacity used in this <br />development will affect future usage of the remainder of this parcel. <br />7. Since the proposed complex cannot meet all of the specific building requirements <br />of the Zoning Ordinance, the project should be viewed as a whole with extensive <br />use of landscaping, especially the planting of trees, to create visual interest and <br />relief around the structure. <br />8. All air conditioning and blower units shall be screened and landscaped. <br />12701 -002 <br />
