No. <br />Routing: <br />The subject property is located along the west side of Interstate 35E, north of Cedar Street, between Cedar <br />Street and County Ditch No. 47 (Clearwater Creek) on a 40.58 acre parcel. The parcel is generally open and <br />undeveloped, level, and sloping north toward Clearwater Creek. There are areas of wetland and an NSP <br />(Xcel) easement crossing over the southeast comer of the property. <br />It is proposed to construct an enclosed sports facility on the southeast portion of this property. The facility <br />would include a 350 -foot diameter dome containing three hockey rinks, and an adjacent and attached <br />permanent building that would include a restaurant and pro -shop. A small segment of wetland will be <br />impacted and require mitigation. <br />This review is based upon the following information received: <br />1. Site, Grading, and Utility Plan Sheet S -1.1 dated July 22, 2003, prepared by Design Resource Group <br />2. Construction Plans for Cedar Street West - 21st Avenue North - Utility and Street Improvements <br />dated July 23, 2003, prepared by Metro Land Surveying and Engineering (Plan Sheets Cl, U 1 <br />through U6, D1, X1 through X7). <br />3. Drainage Calculations packet (various documents) including HydroCAD (Existing, 2 -year and 100 - <br />year), Cover Sheet, Rational Method and Site Plans (3 Sheets) with all of them dated as received on <br />July 16, 2003, at City Hall. <br />4. Previous Lino Lakes Engineering Review dated June 25, 2003, by Scott Brink, P.E., TKDA, for the <br />City of Lino Lakes. <br />General <br />1. Site soil logs provided suggest that the underlying soils are generally silty sands and sandy clays. The <br />construction of the proposed sports facility, parking areas, and utilities shall comply with the <br />recommendations provided by the geotechnical engineer. <br />2. Two adjacent and parallel NSP easements (a combined total width of 116 feet) cross over the <br />southeast corner of the property. It would appear from the drawings that improvements within the <br />easement area would consist primarily of parking area. However, it is not clear from the drawings if <br />building units are intended to extend into the easement.
