• <br />• <br />Engineering Review Page 2 August 8, 2003 <br />Sportatorium Commercial <br />Development Site <br />this issue further as follows: Determine what type of development or use is allowed within the <br />easement area (i.e., confirm that the construction of a parking lot is acceptable), and identify what <br />restrictions (if any) apply for the easement. If it is necessary to vacate a portion of an easement, the <br />Plans must identify accordingly. <br />3. The site area location is unique in that it is bordered by the City of Centerville on the west and by I- <br />35E on the east. Cedar Street is current a gravel roadway, and would require upgrading to current <br />design standards, which includes concrete curb and gutter and bituminous paving. However, <br />jurisdiction of the roadway is shared with the City of Centerville. In addition, the west boundary of <br />the property (existing drainage, utility, and roadway easement) is proposed to be constructed as 21st <br />Avenue South, which would also be shared with the City of Centerville. It is recommended that the <br />Cities of Centerville and Lino Lakes meet jointly to discuss immediate and long range development <br />activities in this area, timing of required public improvements, maintenance responsibilities, and <br />other mutual long term goals and interests. <br />4. The subject property is bordered on the east by I -35E. If the property is to be platted, review and <br />approval by Mn/DOT will be required. Any impacts to Mn/DOT right of way (including drainage), <br />will require review of the Plans by Mn/DOT. <br />5. All utility (sanitary, water, storm) systems, street systems including sidewalks /trails shall follow City <br />of Lino Lakes engineering standards and/or CEAM specifications. Utility Plan sheets shall have a <br />note referring to City of Lino Lakes and CEAM details along with other pertinent construction notes. <br />All infrastructure design and installation methods shall be installed in accordance with the <br />recommendations of the geotechnical report. <br />6. A Project Manual and/or specification booklet needs to be submitted for engineering review and <br />comment prior to construction Plan approval. <br />Streets <br />1. 21st Avenue shall have a two (2) foot depth of Granular Bedding (see next comment). <br />2. For 21st Avenue and Cedar Avenue, use Mn/DOT Select Granular Borrow in lieu of Granular <br />Bedding as shown on Plan Sheet D1. <br />3. Provide documentation regarding Anoka County Highway Department requirements for the <br />intersection of Anoka County Road 54 (20th Avenue) and the proposed Cedar Street West. <br />4. Existing driveway restoration shall include 8" of Aggregate Base (Class 5) and 2" Bituminous Wear <br />Course Pavement. <br />Eliminate storm sewer spillways at approximately Stations 0 +50 and 8 +00 on Cedar Street (Sheet <br />U1). It is recommended that a catch basin and piping system be used. Note: It appears that a spillway <br />on the south side of Cedar Street at Station 8 +00 has no outlet source if the cross - sections are shown <br />correctly. <br />
