• <br />STAFF ORIGINATOR: <br />P & Z MEETING DATE: <br />TOPIC: <br />BACKGROUND <br />AGENDA ITEM 5H <br />Richard Thompson <br />Automobile and Truck Repair <br />Conditional Use <br />SE Property at the Intersection of <br />Apollo Drive and Lilac Street <br />PIN # 17- 31 -22 -21 -0013 <br />Woodstone Builders is proposing to construct a small strip mall of 15,763 square feet on <br />the SE Property at the intersection of Apollo Drive and Lilac Street. The Lino Lakes <br />Comprehensive Plan designates this area as commercial. The Plan states the purpose of <br />the commercial areas is to "provide attractive shopping environments and convenient <br />access to retail goods and services for community residents." The Plan outlines five <br />strategies to promote quality commercial areas: <br />1. Through zoning and commercial site planning, the City will require new <br />commercial developments to be compatibly designed with surrounding land <br />uses. <br />2. Site access will be controlled to provide safe traffic movement. <br />3. The City will promote commercial site designs that emphasize pedestrian <br />accessibility, shared parking, and green space. <br />4. Architectural and site standards will be developed and applied. <br />5. Commercial developments will be required to be responsive to the <br />environmental concerns of the City with regard to site planning, landscaping, <br />impervious surfacing, and storm water management. <br />The proposed area is zoned as General Business in the City's Zoning Ordinance. <br />Automobile and truck repair is a conditional use in this District. Conditional uses are <br />granted based on criteria and procedures outlined in Section 2, Subd. 2 of the Zoning <br />Ordinance. <br />The applicant, Woodstone Builders, is proposing to construct a small strip mall on the <br />south end of this triangular- shaped lot. The mall would include an auto repair shop of <br />approximately 3,100 square feet with attached retail space to the east of approximately <br />12,663 square feet. The strip mall and auto repair business would be located on the back <br />side (south) of the lot with parking to the north and south. As proposed, the use would <br />12701 -001 <br />
