• <br />• <br />Bruggeman <br />page 10 <br />The Anoka County Highway Dept. reviewed the Spirit Hills commercial project and the <br />Bruggeman project in November and supported the signalization and turn lanes for the <br />intersection. Anoka County subsequently provided a design for roadway improvements <br />to accommodate both projects. The improvements will include: <br />• traffic signals at Birch and Hodgson <br />• Hodgson southbound through lane <br />• left turn lane from southbound Hodgson to eastbound Birch <br />• Hodgson northbound through lane <br />• right turn lane from northbound Hodgson to eastbound Birch <br />• right turn lane from westbound Birch to northbound Hodgson <br />• left turn lane from westbound Birch to southbound Hodgson <br />• right turn lane into the project from northbound Hodgson at the Hodgson access <br />• left turn lane into the project from southbound Hodgson at the Hodgson access <br />• right turn lane into the project from eastbound Birch at the Birch access (right -in- <br />right -out only) <br />• right turn lane from eastbound Birch to southbound Ware <br />• left turn lane from eastbound Birch to northbound Ware <br />• Birch eastbound through lane at Ware <br />• right turn lane from westbound Birch to northbound Ware <br />• left turn lane from westbound Birch to southbound Ware <br />• Birch westbound through lane at Ware <br />As part of the project approval, Bruggeman and the developer of Spirit Hills commercial <br />will finance these improvements. A feasibility study, paid for by the two developers, is <br />underway. The City Engineer is conducting discussions with the Anoka County <br />Highway Dept. to determine the specific improvement details. <br />Parking: For the commercial building, 65 parking stalls are required (1 per 200 sf). <br />The plan provides 65 with the potential for 16 more. The residential requirement is 2.25 <br />off street spaces per unit. These are provided in the garages and driveways. Guest <br />parking would be accommodated in the private drives and streets. <br />Utilities: Public water and sanitary sewer exist both in 79th St. and Lake Drive. The <br />City Engineer review is attached. <br />Lighting: Information on lighting fixtures for the commercial site have been <br />supplied. It is not clear which fixtures are proposed. Staff will revisit this with the <br />developer to ensure that only fixtures with a 90 degree cutoff angle are allowed. <br />Stormwater Management and Wetlands: Several wetlands exist on the site. <br />Mitigation must be approved by the Rice Creek Watershed District. The City Engineer <br />review is attached. <br />Park Dedication: The Park Board recommends cash park fees with credit given for <br />the private park area. As noted in the attached memo from the Public Services Director, <br />the Board recommends that "the proposed recreation area remain private with an <br />
