• <br />• <br />Planning & Zoning Board <br />Marshan Lake Industrial Park <br />August 13, 2003 <br />Grading and Drainage. A grading and drainage plan has been submitted for review by <br />the City. The existing drainage flows north to Anoka County Ditch No. 10, which runs <br />along the northern property line of the proposed plat. An existing private drainage ditch <br />runs northerly through the property into the County Ditch Ten. The private ditch will be <br />diverted into a proposed storm sewer to accommodate site grading. The new storm sewer <br />will be routed through on -site infiltration basins and/or holding ponds and ultimately into <br />County Ditch Ten. The County ditch will be preserved in its existing condition. <br />The City Engineer has completed a review of the Grading and Drainage Plan. His <br />comments, dated August 8, 2003, are attached. <br />Utilities. The subdivision is proposed to be serviced with public sanitary sewer and water <br />utilities. The sanitary sewer service will be provided by the existing trunk sanitary sewer <br />main that runs along the west side of the site, parallel to I -35W. The sanitary sewer <br />laterals will be extended through the site and out to Lake Drive. Sanitary sewer will need <br />to be extended to the north property line adjacent to Lake Drive. <br />A twelve -inch water main is proposed to be extended from the existing trunk water main <br />along I35W to Lake Drive. The water main will need to be extended to both the north <br />and south property lines adjacent to Lake Drive. <br />The City Engineer has completed a review of the Utility Plan. His comments, dated <br />August 8, 2003, are attached. <br />Drainage and Utility Easements. Drainage and utility easements are required. Drainage <br />and utility easements at least ten (10) feet wide shall be provided on all exterior lot lines, <br />and centered on common rear and side lot lines. These drainage and utility easements <br />should be shown on the preliminary plat. Drainage and utility easements are proposed <br />around the existing wetlands as well as around the proposed ponding areas. A 100 -foot <br />wide drainage and utility easement covers the entirety of Anoka County Ditch Ten. A <br />utility easement will need to be provided for the sanitary sewer and water mains <br />extending across Lot 3, with size and width to be determined by the City Engineer. <br />Floodplain. The portion of the site which bounds County Ditch Number 10 lies within a <br />Flood Plain Zone A. This affected portion of the ditch runs generally east -west across the <br />northern portion of the property. Zone A represents areas of 100 year flood where base <br />flood elevations have not been determined. The City's Floodplain Management <br />Ordinance requires that all principle structures be located no lower than one foot above <br />the regulatory flood protection elevation. The remainder of the project is locate in Zone <br />C, a non -flood plain area, and no impacts to the flood plain are proposed as a result of the <br />project. <br />Wetlands. The project site contains 1.5 acres of wetland, comprising two wetlands: one <br />on Lot 3 and one on Lot 4. No filling or alterations of the wetlands are proposed as part <br />of the project. <br />
