• <br />Planning & Zoning Board <br />Marshan Lake Industrial Park <br />August 13, 2003 <br />3. With the required turn lane improvements to Lake Drive the roads serving the <br />proposed development are capable of serving the development. <br />4. The City's Water system is adequate to service the proposed development. <br />5. The City's Waste Disposal Systems is adequate to service the proposed development. <br />6. The proposed plat satisfies the City's minimum lot size requirements. <br />7. The proposed plat with the recommendations setforth herein provide sufficient right - <br />of -way and easements for public street and utility purposes. <br />RECOMMENDATION <br />Staff recommends approval of the Marshan Lakes Industrial Park with the following <br />conditions: <br />1. The City shall not make any final decision on the proposed project until such time <br />as a negative declaration on the need for an Environmental Impact Statement <br />(EIS) is made or an EIS is determined adequate. <br />2. A revised Preliminary Plat is prepared including the following: <br />a. 60 feet of right -of -way, from the centerline of Lake Drive (CSAH 23), is <br />shown for dedication. <br />b. Additional Right -of -Way, as determined by the City Engineer, at the <br />intersection of Lake Drive and the proposed road is shown for dedication. <br />c. Drainage and Utility Easements along all property lines and covering all <br />public utilities, wetlands, and ponding areas. <br />d. Setbacks in conformance with the Zoning Ordinance. <br />3. Access control shall be dedicated to Anoka County along Lake Drive. <br />4. A southbound right turn lane and northbound left turn lane shall be constructed on <br />Lake Drive. All costs of such improvements and any necessary easements and/or <br />right -of -way acquisition shall be the responsibility of the developer. <br />5. The plat shall be subject to review and approval from Anoka County. <br />6. Rice Creek Watershed District approval shall be obtained prior to Council <br />consideration of preliminary plat request. <br />7. All comments setforth in the City Engineer's memo, dated August 8, 2003, shall <br />be incorporated in the development plans. <br />8. Water Main shall be extended to the north and south property lines, adjacent to <br />Lake Drive. Sanitary Sewer lines shall be extended to the north property line <br />along Lake Drive. <br />9. A revised Tree Preservation Plan shall be submitted and identify tree proposed to <br />be saved and methods of protection. <br />10. The grading plan shall be modified to include additional topographic alterations <br />along the easterly sides of Lots 1 and 4 to provide for screening. <br />11.
