• <br />• <br />Planning & Zoning Board <br />Marshan Lake Industrial Park <br />August 13, 2003 <br />However, a combination of grading and landscaping will be required on Lot 1 and Lot 4 <br />adjacent to Lake Drive. Additional topographic alterations to these lots, such as <br />mounding and berming to provide additional screening, should be incorporated into the <br />grading plan. <br />There are currently no plans for additional buffering of the General Business District <br />which abuts the site to the north, the existing ditch and trees provide a natural buffer <br />between the two districts. <br />Park Dedication <br />The City will require a payment in lieu of Park Dedication. The park dedication rate is <br />$,2175.00 per acre for Commercial/Industrial Developments. The total park dedications <br />is estimated to be $61,118.00. <br />Individual Site Development. Development on the individual lots will be subject to the <br />City's Site Plan Review requirements. The City has received application for a Site & <br />Building Plan Review on Lot 2 for a warehouse /distribution facility, which is a permitted <br />use in the LI, Light Industrial District. Staff is currently reviewing this proposal in <br />accordance with the Zoning Ordinance. <br />The proposed 265,000 square foot Panatonni Project includes approximately 15,000 <br />square feet of office space. Proposed building materials consists of scored concrete tip - <br />up panels. Three color palettes will be used on the exterior of the building ranging from <br />light beige to reddish accent panels. Landscaping is provided along the perimeter and <br />interior of the site. Landscaping is proposed to be clumped in intervals along the rear of <br />the building to provide visual breaks of the building line. Net Lawn pervious paving is <br />proposed for the fire lane adjacent to the existing County Ditch to reduce run -off <br />volumes. <br />Issues being addressed by Staff, other than those related specifically to the plat review, <br />contained herein, concern landscaping and buffering of the building (specifically the <br />loading docks) from Lake Drive, and adjacent properties. <br />Environmental Board Recommendation. On July 30th the Lino Lakes Environmental <br />Board reviewed the proposed project. After consideration of the issues, the board voted <br />to recommend approval of the project, with a number of recommendations. These <br />recommendations are summarized in an attached memo from the City's Environmental <br />Specialist, dated July 31, 2003. <br />Findings <br />1. The proposed plat is consistent with the Comprehensive Plan. <br />2. The proposed plat is consistent with City infill policies. The project lies within <br />existing MUSA, the cost of infrastructure improvements are covered by the <br />developer. <br />
