Panatonni Development Page 2 August 7, 2003 <br />City of Lino Lakes, Minnesota <br />General <br />1. It is proposed to extend a street section (cul -de -sac) from Lake Drive to service the proposed <br />development. Lake Drive is under the jurisdiction of Anoka County (CSAH 49), and the proposed <br />street connection must be approved by the County. It should also be defined if the proposed cul -de- <br />sac is to be a private drive or public street. <br />2. The wetland delineation report suggests that at least some portions of wetland, ditch, and flood plain <br />will be filled as a result of the proposed construction. Some additional ponding areas are proposed to <br />be created as part of the grading plan to provide for stormwater detention. The proposed grading plan <br />will require approval of the Rice Creek Watershed District to confirm requirements for stormwater <br />treatment, stormwater conveyance, appropriate compliance with the Wetland Conservation Act, and <br />mitigation requirements for flood plain filling. The Developer shall provide copies of the permit <br />application and Watershed correspondence. <br />3. The geotechnical evaluation reports that the underlying soils are generally sands and silty sands with <br />the water table varying in depth. In general, the evaluation reports that the underlying soils are <br />suitable to support the proposed building and infrastructure. However, the evaluation also states that <br />siltier soils should be removed and replaced with drier granular material and compacted accordingly. <br />For pavement areas, the upper 3 feet must be compacted to 100 per cent of standard proctor density. <br />Utility installation will likely require dewatering and some placement of crushed rock where the <br />siltier soils may not provide sufficient bedding. <br />4. The Landscape Plan must be adjusted as needed to avoid any plantings over utilities, especially <br />sanitary sewer and water. <br />Preliminary Plat <br />1. The preliminary plat is subject to the review and approval of Anoka County and the Minnesota <br />Department of Transportation. <br />2. Drainage and utility easements (10 feet in width) must be provided around the perimeter of the <br />property. A 40 -foot wide utility easement must be provided for the proposed sanitary sewer and water <br />mains between the cul -de -sac and the west property line. Drainage and utility easements must also be <br />provided for all storm sewer pipes and ponding areas. <br />Grading Drainage and Erosion Control Plan <br />1. Because the site area exceeds one acre, the development falls under the new rules requiring an <br />NPDES permit. The developer shall be responsible for obtaining this permit. Silt fence and erosion <br />control measures are provided on the plan. <br />• 2. There are various numbers on Sheet 2 that apparently refer to grading notes on Sheet 3. There should <br />be a footnote identifying this referencing. <br />
