• <br />HARTFORD DEVELOPMENT PLAN <br />The vision of the Village project, which has been renamed Legacy at Woods Edge, is <br />unlike conventional suburban commercial and residential development. This project, as <br />defined in the city's Comprehensive Plan, calls for a mixed -use development comprised <br />of residential, commercial, recreational and civic uses. The intent is to create a "sense of <br />- place" by including: <br />• Road design and sidewalks for people to walk and bicycle as well as providing for <br />vehicular circulation. <br />• Opportunities for activities that bring people together — community green, civic <br />facilities, health and fitness, and access to the regional park —to encourage social <br />values of a community. <br />• Restoring physical design that is human in scale, using build -to lines so that <br />buildings have windows looking onto the street. In the residential area garages <br />will be behind the homes to encourage people to turn outward toward their <br />neighborhood. <br />• On street parking and other traffic calming features to make the street a part of the <br />neighborhood, not a barrier between uses. <br />The Hartford Group will act as master developer of the project. This site will have the <br />city's highest housing densities, and will provide housing opportunities not currently <br />available in Lino Lakes. The Hartford housing concept plan includes: <br />• 113 market rate for -sale townhomes <br />• 74 rental townhomes <br />• 91 workforce rental townhomes (the developer has applied for tax credits to <br />provide rental rates at 50% of the median income). <br />• 48 condominiums built over commercial <br />• 124 senior apartment/condominiums built over commercial <br />The commercial component of the master plan includes commercial /retail /office space in <br />the range of 250,000- 300,000 sq. ft. This will be a combination of first floor leased space <br />with housing above, and pad -ready sites. <br />The Hartford Group will build and own the rental townhomes and the commercial <br />buildings that have apartments /condominiums above. The Hartford Group will bring in a <br />developer to build the for -sale townhomes and market the remaining sites for commercial <br />development. <br />APPROVALS PROCESS/DEVELOPMENT SCHEDULE <br />There are four major components of the approvals process —the site plan/PDO, the EAW, <br />the Redevelopment Tax Increment Financing District, and the Public Improvements <br />process. Because of the complexity of this mixed -use project, the City has retained Short <br />Elliott Hendrickson (SEH) to oversee the planning, engineering and approvals process. <br />
